Be it enacted by the Senate and House of Representa-
1
tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘NAPA Reauthorization
4
Act’’.
5
SEC. 2. EXTENSION OF NATIONAL ALZHEIMER’S PROJECT.
6
(a) PURPOSE OF PROJECT.—Section 2(c) of the Na-
7
tional Alzheimer’s Project Act (42 U.S.C. 11225(c)) is
8
amended—
9
(1) in paragraph (2), by striking ‘‘and coordina-
10
tion of’’ and inserting ‘‘on, and coordination of,’’;
11
(2) in paragraph (4)—
12
(A) by redesignating subparagraphs (A)
13
and (B) as subparagraphs (B) and (C), respec-
14
tively; and
15
(B) by inserting before subparagraph (B),
16
as so redesignated, the following:
17
‘‘(A) promotion of healthy aging and reduc-
18
tion and mitigation of risk factors for Alz-
19
heimer’s;’’;
20
(3) in paragraph (5)—
21
(A) by inserting ‘‘and other underserved
22
populations, including individuals with develop-
23
mental disabilities such as Down syndrome,’’
24
after ‘‘populations’’; and

(B) by striking ‘‘; and’’ and inserting a

(4) by redesignating paragraph (6) as para-

(5) by inserting after paragraph (5) the fol-

lowing:

‘‘(6) provide information on, and promote the

adoption of, healthy behaviors that may reduce the
8
risk of cognitive decline and promote and protect cog-
9
nitive health; and’’.

(b) NATIONAL PLAN.—Section 2(d)(2) of the National
11
Alzheimer’s Project Act (42 U.S.C. 11225(d)(2)) is amend-
12
ed—
13
(1) by inserting ‘‘, across public and private sec-
14
tors,’’ after ‘‘Nation’s progress’’; and
15
(2) by inserting ‘‘, including consideration of
16
public-private collaborations, as appropriate’’ before
17
the period at the end.
18
(c) ADVISORY COUNCIL.—Section 2(e) of the National
19
Alzheimer’s Project Act (42 U.S.C. 11225(e)) is amended—
20
(1) in paragraph (2)—
21
(A) in subparagraph (A), by adding at the
22
end the following:
23
‘‘(xi) A designee of the Department of
24
Justice.

‘‘(xiii) A designee of the Federal Emer-

gency Management Agency.

‘‘(xiv) 2 or more other designees of the

Department of Health and Human Services,

at least one of whom has expertise in risk
7
factors associated with the development or
8
the progression of Alzheimer’s disease, as de-
9
termined by the Secretary of Health and
10
Human Services.’’; and
11
(B) in subparagraph (B)—
12
(i) in the matter preceding clause (i),
13
by striking ‘‘12’’ and inserting ‘‘14’’;
14
(ii) in clause (v)—
15
(I) by striking ‘‘2 researchers’’
16
and inserting ‘‘3 researchers’’; and
17
(II) by striking ‘‘; and’’ and in-
18
serting ‘‘, including at least one re-
19
searcher with demonstrated experience
20
in recruitment and retention of under-
21
represented groups into research or
22
clinical trials related to dementia;’’;

(iii) in clause (vi), by striking the pe-

(d) ANNUAL REPORT.—Section 2(g) of the National

Alzheimer’s Project Act (42 U.S.C. 11225(g)) is amended—
2
(1) in paragraph (1)—

(A) by striking ‘‘that includes an evalua-
4
tion’’ and inserting the following: ‘‘that in-
5
cludes—
6
‘‘(A) an evaluation’’;
7
(B) in subparagraph (A) (as so designated),
8
by adding ‘‘and’’ at the end; and
9
(C) by adding at the end the following:
10
‘‘(B) a summary of the Secretary’s process
11
for identifying and updating what conditions
12
constitute Alzheimer’s disease;’’; and
13
(2) in paragraph (3)(A)(ii), by inserting ‘‘and
14
reduce disparities’’ before the semicolon at the end.
15
(e) SUNSET.—Section 2(h) of the National Alzheimer’s
16
Project Act (42 U.S.C. 11225(h)) is amended by striking
17
‘‘2025’’ and inserting ‘‘2035’’.
