Safe Storage Saves Lives Act

Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Safe Storage Saves 4 Lives Act’’. 5 SEC. 2. REQUIREMENT THAT A COMPATIBLE GUN LOCK BE 6 PROVIDED TO EVERY FIREARM PURCHASER. 7 Section 922(z) of title 18, United States Code, is 8 amended— 9 VerDate Sep 11 2014 23:40 Jul 23, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H4201.IH H4201 pbinns on DSKJLVW7X2PROD with $$_JOB 2 •HR 4201 IH (1) by striking ‘‘handgun’’ each place it appears 1 and inserting ‘‘firearm’’; 2 (2) in paragraph (1)— 3 (A) by striking ‘‘licensed importer, licensed 4 manufacturer, or licensed dealer’’ and inserting 5 ‘‘person’’; 6 (B) by striking ‘‘person other than any 7 person licensed under this chapter’’ and insert- 8 ing ‘‘other person’’; and 9 (C) by striking ‘‘for that’’ and inserting 10 ‘‘compatible with the’’; and 11 (3) in paragraph (2)(D), by striking ‘‘licensed 12 manufacturer, licensed importer, or licensed dealer’’ 13 and inserting ‘‘transferor’’. 14 SEC. 3. CLARIFICATION OF DEFINITION OF ‘‘SECURE GUN 15 STORAGE OR SAFETY DEVICE’’. 16 Section 921(a)(34)(C) of title 18, United States 17 Code, is amended by inserting ‘‘provided with, or incor- 18 porated into the design of, the device’’ before the period. 19 SEC. 4. REQUIREMENT THAT A GUN SELLER HAVE A COM- 20 PATIBLE GUN LOCK AVAILABLE FOR EVERY 21 FIREARM OFFERED FOR SALE. 22 (a) IN GENERAL.—Section 922(z) of title 18, United 23 States Code, is amended by adding at the end the fol- 24 lowing: 25 VerDate Sep 11 2014 23:40 Jul 23, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4201.IH H4201 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 4201 IH ‘‘(4) REQUIREMENT THAT A GUN SELLER HAVE 1 A COMPATIBLE GUN LOCK AVAILABLE FOR EVERY 2 FIREARM OFFERED FOR SALE.—It shall be unlawful 3 for any person to offer a firearm for sale unless the 4 person offers for sale a secure gun storage or safety 5 device that is compatible with the firearm.’’. 6 (b) PENALTIES.— 7 (1) IN GENERAL.—Section 924(p) of such title 8 is amended by adding at the end the following: 9 ‘‘(3) PENALTIES ON OTHERS.—With respect to 10 each violation of section 922(z)(4) by a person who 11 is not a licensed importer, licensed manufacturer, or 12 licensed dealer, the Attorney General may, after no- 13 tice and opportunity for hearing, subject the violator 14 to a civil penalty of not more than $1,000.’’. 15 (2) CONFORMING AMENDMENTS.—Section 16 924(p)(1) of such title is amended— 17 (A) in the paragraph heading, by striking 18 ‘‘IN GENERAL’’ and inserting ‘‘PENALTIES ON 19 LICENSED MANUFACTURERS, LICENSED IM- 20 PORTERS, AND LICENSED DEALERS’’; and 21 (B) in subparagraph (A), by striking ‘‘Sec- 22 retary’’ and inserting ‘‘Attorney General’’. 23 VerDate Sep 11 2014 23:40 Jul 23, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4201.IH H4201 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HR 4201 IH SEC. 5.
