Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Flag Standardization 4 Act of 2023’’. 5 SEC. 2. Flags displayed on Federal buildings or 1 grounds. 2 ‘‘(a) IN GENERAL.—Only specified flags may be dis- 3 played on Federal buildings or grounds. 4 ‘‘(b) DEFINITIONS.—In this section: 5 ‘‘(1) SPECIFIED FLAG.—The term ‘specified 6 flag’ means any of the following: 7 ‘‘(A) The flag of the United States. 8 ‘‘(B) The flag of a State. 9 ‘‘(C) The flag of an Indian Tribal govern- 10 ment. 11 ‘‘(D) A flag of the Armed Forces of the 12 United States. 13 ‘‘(E) The National League of Families 14 POW/MIA flag. 15 ‘‘(2) STATE.—The term ‘State’ means each 16 State, the District of Columbia, Puerto Rico, the 17 Virgin Islands, Guam, American Samoa, and the 18 Commonwealth of the Northern Mariana Islands. 19 ‘‘(3) INDIAN TRIBAL GOVERNMENT.—The term 20 ‘Indian Tribal government’ means the governing 21 body of any Indian or Alaska Native tribe, band, na- 22 tion, pueblo, village, or community that the Sec- 23 retary of the Interior acknowledges to exist as an In- 24 dian tribe under the Federally Recognized Indian 25 Tribe List Act of 1994 (25 U.S.C. 479a et seq.). 26 VerDate Sep 11 2014 20:30 Jul 17, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4124.IH H4124 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 4124 IH ‘‘(c) MILITARY HOUSING.—Subsection (a) shall not 1 apply to military housing.’’. 2 (b) CLERICAL AMENDMENT.—The analysis for chap- 3 ter 1 of title 4, United States Code, is amended by adding 4 at the end the following new item: 5 ‘‘11.
