Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Comprehensive Addic- 4 tion Recovery through Effective Employment and Reentry 5 Act of 2023’’ or the ‘‘CAREER Act of 2023’’. 6 SEC. 2. TREATMENT, RECOVERY, AND WORKFORCE SUP- 7 PORT GRANTS. 8 Section 7183 of the SUPPORT for Patients and 9 Communities Act (42 U.S.C. 290ee–8) is amended— 10 VerDate Sep 11 2014 06:13 Jul 07, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1991.IS S1991 pbinns on DSKJLVW7X2PROD with $$_JOB 2 •S 1991 IS (1) in subsection (b), by inserting ‘‘each’’ before 1 ‘‘for a period’’; 2 (2) by amending subsection (c)(2) to read as 3 follows: 4 ‘‘(2) RATES.—The rates described in this para- 5 graph are the following: 6 ‘‘(A) The amount by which the average 7 rate of drug overdose deaths in the State, ad- 8 justed for age, for the period of 5 calendar 9 years for which there is available data, includ- 10 ing if necessary provisional data, immediately 11 preceding the grant cycle (which shall be the 12 period of calendar years 2018 through 2022 for 13 the first grant cycle following the enactment of 14 the Comprehensive Addiction Recovery through 15 Effective Employment and Reentry Act of 16 2023) is above the average national overdose 17 mortality rate, as determined by the Director of 18 the Centers for Disease Control and Prevention, 19 for the same period. 20 ‘‘(B) The amount by which the average 21 rate of unemployment for the State, based on 22 data provided by the Bureau of Labor Statis- 23 tics, for the period of 5 calendar years for 24 which there is available data, including if nec- 25 VerDate Sep 11 2014 06:13 Jul 07, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1991.IS S1991 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •S 1991 IS essary provisional data, immediately preceding 1 the grant cycle (which shall be the period of cal- 2 endar years 2018 through 2022 for the first 3 grant cycle following the enactment of the Com- 4 prehensive Addiction Recovery through Effec- 5 tive Employment and Reentry Act of 2023) is 6 above the national average for the same period. 7 ‘‘(C) The amount by which the average 8 rate of labor force participation in the State, 9 based on data provided by the Bureau of Labor 10 Statistics, for the period of 5 calendar years for 11 which there is available data, including if nec- 12 essary provisional data, immediately preceding 13 the grant cycle (which shall be the period of cal- 14 endar years 2018 through 2022 for the first 15 grant cycle following the enactment of the Com- 16 prehensive Addiction Recovery through Effec- 17 tive Employment and Reentry Act of 2023) is 18 below the national average for the same pe- 19 riod.’’; 20 (3) in subsection (g)— 21 (A) in paragraphs (1) and (3), by redesig- 22 nating subparagraphs (A) and (B) as clauses 23 (i) and (ii), respectively, and adjusting the mar- 24 gins accordingly; 25 VerDate Sep 11 2014 06:13 Jul 07, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1991.IS S1991 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •S 1991 IS (B) by redesignating paragraphs (1) 1 through (3) as subparagraphs (A) through (C), 2 respectively, and adjusting the margins accord- 3 ingly; 4 (C) by striking ‘‘An entity’’ and inserting 5 the following: 6 ‘‘(1) IN GENERAL.—An entity’’; and 7 (D) by adding at the end the following: 8 ‘‘(2) TRANSPORTATION SERVICES.—An entity 9 receiving a grant under this section may use the 10 funds for providing transportation for individuals to 11 participate in an activity supported by a grant under 12 this section, which transportation shall be to or from 13 a place of work or a place where the individual is re- 14 ceiving vocational education or job training services 15 or receiving services directly linked to treatment of 16 or recovery from a substance use disorder.’’; 17 (4) in subsection (j)— 18 (A) in paragraph (1), by inserting ‘‘for 19 each grant cycle’’ after ‘‘grant period’’; and 20 (B) in paragraph (2)— 21 (i) in the matter preceding subpara- 22 graph (A)— 23 VerDate Sep 11 2014 06:13 Jul 07, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1991.IS S1991 pbinns on DSKJLVW7X2PROD with $$_JOB 5 •S 1991 IS (I) by striking ‘‘the preliminary 1 report’’ and inserting ‘‘each prelimi- 2 nary report’’; and 3 (II) by inserting ‘‘for the grant 4 cycle’’ after ‘‘final report’’; and 5 (ii) in subparagraph (A), by striking 6 ‘‘(g)(3)’’ and inserting ‘‘(g)(1)(C)’’; and 7 (5) in subsection (k), by striking ‘‘$5,000,000 8 for each of fiscal years 2019 through 2023’’ and in- 9 serting ‘‘$36,000,000 for each of fiscal years 2024 10 through 2028’’. 11 SEC. 3.
