Mr. OGLES (for himself and Mrs. MILLER of Illinois) submitted the following
resolution; which was referred to the Committee on the Judiciary
RESOLUTION
Impeaching President Joseph Robinette Biden, President of
the United States, for high crimes and misdemeanors.
Resolved, That Joseph Robinette Biden, President of

the United States, is impeached for high crimes and mis-
2
demeanors and that the following articles of impeachment
3
be exhibited to the United States Senate:

Articles of impeachment exhibited by the House of
5
Representatives of the United States of America in the
6
name of itself and of the people of the United States of
7
America, against Joseph Robinette Biden, President of the
8
United States, in maintenance and support of its impeach-
9
ment against him for high crimes and misdemeanors.

ARTICLE I
1
In his conduct of the Office of President of the
2
United States, Joseph Robinette Biden, in violation of his
3
constitutional oath to faithfully execute the office of Presi-
4
dent of the United States and, to the best of his ability,
5
preserve, protect, and defend the Constitution of the
6
United States, and in violation of his constitutional duty
7
to take care that the laws be faithfully executed, has pre-
8
vented, obstructed, and impeded the administration of jus-
9
tice, in that:
10
Joseph Robinette Biden has weaponized the Execu-
11
tive Office of the President and his years of service in the
12
White House, to include his service as Vice President, to
13
shield the business and influence peddling schemes of his
14
family from congressional oversight and public account-
15
ability.
16
His conduct has included the following:
17
(1) A failure to comply with numerous congres-
18
sional requests for information and documentation,
19
violating a personal commitment to transparency.
20
Members of Congress had sent numerous oversight
21
requests and inquiries to key officials within the
22
Biden administration in furtherance of Congress’
23
constitutional oversight obligations. These requests
24
included a letter to Secretary Yellen, requesting Sus-

picious Activity Reports for the Biden family and

business associates, a letter to the Director of the
2
Federal Bureau of Investigation, Christopher Wray,
3
requesting information about Hunter Biden’s con-
4
nection to members of the Chinese Communist
5
Party, and a letter to then Acting Archivist of the
6
United States, Debra Steidel Wall, regarding the
7
Biden family’s use of Air Force Two to facilitate
8
business transactions with Chinese nationals.
9
(2) Several companies created after January
10
20, 2017, by Biden family members and the busi-
11
ness associates of those family members were estab-
12
lished as limited liability companies; these companies
13
and others were used to funnel millions of dollars to
14
Biden family members in intricate financial webs in-
15
tended to deceive the public and obscure the sources
16
of those funds. In early 2017, the Biden family re-
17
ceived $1,065,000 in payments over a 3-month pe-
18
riod from Rob Walker, a family associate; those
19
funds were part of a larger $3,000,000 payment
20
from State Energy HK Limited (a Chinese com-
21
pany) to Rob Walker’s company.
22
(3) In 2016, then-Vice President Biden told
23
then-Ukrainian President Petro Poroshenko that the
24
United States would rescind $1,000,000,000 in loan

FD–1023 form until threatened with a congressional

subpoena. The FD–1023 form, made available to the

Members of the House Oversight and Accountability

Committee in June 2023, reportedly details a brib-

ery scheme in which members of the Biden family,

including
Joseph
Robinette
Biden,
received
12
$5,000,000 each to assist Burisma Holdings. The
13
confidential human source of this form has been
14
used by the Federal Bureau of Investigation as a re-
15
liable source of information since 2010.

In all of this, Joseph Robinette Biden has acted in
17
a manner contrary to the public trust and subversive of
18
constitutional government, to the great prejudice of the
19
cause of law and justice and to the manifest injury of the
20
people of the United States.

Wherefore Joseph Robinette Biden, by such conduct,

warrants impeachment and trial, removal from office, and
23
disqualification to hold any enjoy any office of honor,
24
trust, or profit under the United States.

In his conduct of the office of President of the United
2
States, Joseph Robinette Biden, contrary to his oath faith-
3
fully to execute the office of President of the United States
4
and, to the best of his ability, preserve, protect, and defend
5
the Constitution of the United States, and in violation of
6
his constitutional duty to take care that the laws be faith-
7
fully executed, directly facilitated the ongoing southern
8
border crisis and endangered the people of the United
9
States, in that:
10
(1) In the first five months of fiscal year 2023,
11
106,000 pounds of drugs were seized at the south-
12
west border, including 11,000 pounds of fentanyl.
13
The first five months of fiscal year 2023 saw a
14
179.3-percent increase in fentanyl seizures over the
15
same time frame in fiscal year 2022.
16
(2) The U.S. Customs and Border Protection
17
Agency ‘‘encountered’’ 251,978 illegal aliens at the
18
southwest border in December 2022, the highest
19
monthly total ever recorded; this represented 10 con-
20
secutive months of over 200,000 illegal alien ‘‘en-
21
counters’’.
22
(3) Despite these large numbers, Joseph
23
Robinette Biden refuses to utilize powers provided to
24
the President by Congress, specifically those de-

(4) Since the creation of the Department of
3
Homeland Security, the number of monthly ‘‘en-
4
counters’’ had never crossed the 200,000 threshold;
5
the Biden administration is responsible for the 6
6
highest and 8 of the 10 highest months ever re-
7
corded.

(5) The ongoing border crisis has inflicted
9
harrowing costs on the welfare of women and chil-
10
dren. The number of unaccompanied alien children
11
‘‘encountered’’ by the U.S. Customs and Border
12
Protection Agency at the southwest border in fiscal
13
year 2017 was 48,681. In fiscal year 2022, that
14
number stood at 152,057, a 212-percent increase.
15
Hundreds of thousands of vulnerable children have
16
been ‘‘encountered’’, trafficked, and smuggled across
17
the southwest border in the 2 years since President
18
Biden took office, representing hundreds of children
19
every day.
20
(6) Due to rampant drug trafficking at our
21
southern border, the leading cause of death for
22
Americans aged 18–45 can now be attributable to
23
fentanyl overdoses; in 2020 and 2021, fentanyl was
24
responsible for killing more Americans in this age
