Mr. OGLES (for himself and Mrs. MILLER of Illinois) submitted the following
resolution; which was referred to the Committee on the Judiciary
RESOLUTION
Impeaching Kamala Devi Harris, Vice President of the
United States, for high crimes and misdemeanors.
Resolved, That Kamala Devi Harris, Vice President

of the United States, is impeached for high crimes and
2
misdemeanors and that the following article of impeach-
3
ment be exhibited to the United States Senate:

Article of impeachment exhibited by the House of
5
Representatives of the United States of America in the
6
name of itself and of the people of the United States of
7
America, against Kamala Devi Harris, Vice President of
8
the United States, in maintenance and support of its im-
9
peachment against her for high crimes and misdemeanors.

ARTICLE I

In her conduct of the office of Vice President of the
2
United States, Kamala Devi Harris, in violation of her
3
constitutional oath to faithfully execute the office of Vice
4
President of the United States and, to the best of her abil-
5
ity, preserve, protect, and defend the Constitution of the
6
United States, and in violation of her constitutional duty
7
to take care that the laws be faithfully executed, has pre-
8
vented, obstructed, and impeded the administration of jus-
9
tice, in that:
10
Kamala Devi Harris has demonstrated extraordinary
11
incompetence in the execution of her duties and respon-
12
sibilities and an indifference to Americans suffering as a
13
result of America’s ongoing southern border crisis.
14
Vice President Harris has consistently refused to visit
15
the southern border to ascertain the root causes of the
16
ongoing crisis, aside from a single trip hundreds of miles
17
away from the epicenter of the migrant crisis.
18
During her tenure as the designated border czar, the
19
U.S. Customs and Border Protection Agency ‘‘encoun-
20
tered’’ 251,978 illegal aliens at the southwest border in
21
December 2022, the highest monthly total ever recorded
22
and representing 10 consecutive months of over 200,000
23
illegal alien ‘‘encounters’’.

According to U.S. Customs and Border Protection

Agency data, in the first 5 months of fiscal year 2023,

106,000 pounds of drugs were seized at the southwest bor-
3
der, including 11,000 pounds of fentanyl. The first 5
4
months of fiscal year 2023 saw a 179.3-percent increase
5
in fentanyl seizures over the same time frame in fiscal year
6
2022.

According to Drug Enforcement Agency statistics,

over 50,600,000 fentanyl pills were seized in 2022, includ-

ing over 10,800 pounds of fentanyl powder; these fentanyl

seizures are enough to kill over 379,000,000 people. Re-

cent data from the Centers for Disease Control and Pre-

vention indicate that 107,735 Americans died of a drug

overdose in the 12-month period ending July 2022.

According to the U.S. Customs and Border Protec-

tion Agency, migrant deaths at the southwest border of
16
the United States totaled 856 in fiscal year 2022, the
17
deadliest year on record.

A May 2017 report from Doctors Without Borders
19
indicated that out of the number of women surveyed, near-
20
ly one-third had been sexually assaulted as they ap-
21
proached the southern border.

In permitting an invasion of illegal aliens and illicit
23
drugs into the United States, as well as facilitating the
24
extenuation of a major humanitarian crisis, Vice President

Wherefore, Vice President Harris, by such conduct,

has demonstrated that she will remain a threat to national

security and the Constitution if allowed to remain in of-

fice, and has acted in a manner grossly incompatible with
7
self-governance and the rule of law. Vice President Harris
8
thus warrants impeachment and trial, removal from office,
9
and disqualification to hold and enjoy any office of honor,
10
trust, or profit under the United States.
