purposes.
IN THE HOUSE OF REPRESENTATIVES

Ms. DELBENE introduced the following bill; which was referred to the Com-
mittee on Transportation and Infrastructure, and in addition to the Com-
mittee on Science, Space, and Technology, for a period to be subsequently
determined by the Speaker, in each case for consideration of such provi-
sions as fall within the jurisdiction of the committee concerned
A BILL
To encourage the use of hydrogen in the aviation sector,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Hydrogen Aviation De-
4
velopment Act’’.

SEC. 2. AIRPORT IMPROVEMENT PROGRAM USE OF FUNDS.

Section 47102 of title 49, United States Code, is

amended—

(1) in paragraph (3), by adding at the end the

following:

‘‘(S) acquiring land for, or work necessary
3
for constructing, reconstructing, repairing, or
4
improving, or otherwise modifying an airport or
5
airport facilities, or property adjacent to, or in
6
the vicinity of, an airport but intended to sup-
7
port the airport to store and distribute hydro-
8
gen, sustainable aviation fuel, or electrification
9
to power aircraft.’’; and

(2) in paragraph (12), by inserting ‘‘, including
11
hydrogen and electrification,’’ after ‘‘alternative
12
fuels’’.

SEC. 3. CLEEN ENGINE AND AIRFRAME TECHNOLOGY
14
PARTNERSHIP.

Section 47511(a) of title 49, United States Code, is
16
amended by striking ‘‘jet fuels for civil subsonic airplanes’’
17
and inserting ‘‘jet fuels, hydrogen, and batteries for air-
18
craft’’.

SEC. 4. CENTER OF EXCELLENCE FOR ALTERNATIVE JET
20
FUELS AND ENVIRONMENT (ASCENT).
21
(a) IN GENERAL.—The Center of Excellence for Al-
22
ternative Jet Fuels and Environment (ASCENT) shall
23
conduct research on hydrogen to increase aviation
24
decarbonization. Such research shall be in addition to any

other research authorized to be carried out by the Center,

including other research relating to hydrogen.

(b) NATIONAL AVIATION RESEARCH PLAN.—Begin-
3
ning with the first National Aviation Research Plan pub-
4
lished after the date of enactment of this section, as re-
5
quired under section 44501(c) of title 49, United States
6
Code, the Administrator of the Federal Aviation Adminis-
7
tration shall include research on hydrogen to increase
8
aviation decarbonization in such plan.
