To provide for enhanced use of quantum computing, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Leveraging Quantum
4
Computing Act’’.
5
SEC. 2. NATIONAL QUANTUM COORDINATION OFFICE AC-
6
TIVITIES.

(a) QUANTUM USE CASES.—The Director of the Na-
8
tional Quantum Coordination Office of the Office of
9
Science and Technology Policy shall establish a program
10
of engagement with Federal agencies to identify potential

use cases with respect to which quantum computing could

advance the missions of such agencies, including through
2
on-premises, cloud-based, hybrid, or networked ap-
3
proaches.

(b) QUANTUM ON-RAMP.—For each potential use
5
case identified pursuant to subsection (a), the Director of
6
the National Quantum Coordination Office, in consulta-
7
tion with the head of the relevant Federal agency and,
8
if appropriate, the appropriate officer, official, or other
9
employee of the relevant private sector entity, shall develop
10
a plan to enable such agency to address each such poten-
11
tial use case.

(c) REPORTS.—The Director of the National Quan-
13
tum Coordination Office shall annually submit to the
14
Committee on Science, Space, and Technology of the
15
House of Representatives and the Committee on Com-
16
merce, Science, and Transportation of the Senate a report
17
regarding the Office’s progress in carrying out the activi-
18
ties under this section, including information relating to
19
the following:
20
(1) The extent and nature of the Office’s out-
21
reach activities.
22
(2) The potential use cases identified pursuant
23
to subsection (a).
