SAFE MOTHERHOOD. 1 (a) MATERNAL MORTALITY REVIEW COMMITTEES.— 2 Section 317K(d) of the Public Health Service Act (42 3 U.S.C. 247b–12(d)) is amended— 4 (1) in paragraph (1)(A), by inserting ‘‘(includ- 5 ing obstetricians and gynecologists)’’ after ‘‘clinical 6 specialties’’; and 7 (2) in paragraph (3)(A)(i)— 8 (A) in subclause (I), by striking ‘‘as appli- 9 cable’’ and inserting ‘‘if available’’; and 10 (B) in subclause (III), by striking ‘‘, as ap- 11 propriate’’ and inserting ‘‘and coordinating with 12 death certifiers to improve the collection of 13 death record reports and the quality of death 14 records, including by amending cause-of-death 15 information on a death certificate, as appro- 16 priate’’. 17 (b) BEST PRACTICES RELATING TO THE PREVEN- 18 TION OF MATERNAL MORTALITY.—Section 317K of the 19 Public Health Service Act (42 U.S.C. 247b–12) is amend- 20 ed— 21 (1) by redesignating subsections (e) and (f) as 22 subsections (f) and (g), respectively; and 23 (2) by inserting after subsection (d) the fol- 24 lowing: 25 VerDate Sep 11 2014 02:49 Mar 07, 2024 Jkt 049200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3838.PCS H3838 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 HR 3838 PCS ‘‘(e) BEST PRACTICES RELATING TO THE PREVEN- 1 TION OF MATERNAL MORTALITY.— 2 ‘‘(1) IN GENERAL.—The Secretary, acting 3 through the Director of the Centers for Disease 4 Control and Prevention, shall, in consultation with 5 the Administrator of the Health Resources and Serv- 6 ices Administration, disseminate to hospitals, State 7 professional society groups, and perinatal quality 8 collaboratives, best practices on how to prevent ma- 9 ternal mortality and morbidity that consider and re- 10 flect best practices identified through other relevant 11 Federal maternal health programs. 12 ‘‘(2) FREQUENCY.—The Secretary, acting 13 through the Director of the Centers for Disease 14 Control and Prevention, shall disseminate the best 15 practices referred to in paragraph (1) not less than 16 once per fiscal year.’’. 17 (c) EXTENSION.—Subsection (g) of section 317K of 18 the Public Health Service Act (42 U.S.C. 247b–12), as 19 redesignated by subsection (b), is amended by striking 20 ‘‘$58,000,000 for each of fiscal years 2019 through 2023’’ 21 VerDate Sep 11 2014 02:49 Mar 07, 2024 Jkt 049200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3838.PCS H3838 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 HR 3838 PCS and inserting ‘‘$108,000,000 for each of fiscal years 2024 1 through 2028’’. 2 Passed the House of Representatives March 5, 2024.
