SHORT TITLE. 1 This Act may be cited as the ‘‘Isakson-Roe Education 2 Oversight Expansion Act’’. 3 SEC. 2. EXPANSION OF DEPARTMENT OF VETERANS AF- 4 FAIRS OVERSIGHT OF CERTAIN EDU- 5 CATIONAL INSTITUTIONS. 6 (a) ADDITIONAL REQUIREMENT FOR APPROVAL.— 7 Section 3675(b) of title 38, United States Code, is amend- 8 ed by adding at the end the following new paragraph: 9 ‘‘(5) The educational institution agrees to, not 10 later than 30 days after any date on which such 11 educational institution becomes subject to an action 12 or event described in section 3673(e)(3) of this title, 13 submit to the State approving agency, or the Sec- 14 retary when acting in the role of a State approving 15 agency, a notification of such action or event in such 16 form and containing such information as the Sec- 17 retary determines appropriate.’’. 18 (b) ADDITIONAL REQUIREMENT FOR APPROVAL OF 19 NONACCREDITED COURSES.— 20 (1) IN GENERAL.—Section 3676(c) of such title 21 is amended— 22 (A) by redesignating paragraphs (14) 23 through (16) as paragraphs (15) through (17), 24 respectively; and 25 VerDate Sep 11 2014 01:21 Sep 20, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3981.RFS H3981 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 HR 3981 RFS (B) by inserting after paragraph (13) the 1 following new paragraph: 2 ‘‘(14) The institution agrees to, not later than 3 30 days after any date on which such institution be- 4 comes subject to an action or event described in sec- 5 tion 3673(e)(3) of this title, submit to the State ap- 6 proving agency, or the Secretary when acting in the 7 role of a State approving agency, a notification of 8 such action or event in such form and containing 9 such information as the Secretary determines appro- 10 priate.’’. 11 (2) CONFORMING AMENDMENTS.—Such title is 12 further amended— 13 (A) in section 3672(b)(2)(C), by striking 14 ‘‘paragraph (14) or (15)’’ and inserting ‘‘para- 15 graph (15) or (16)’’; 16 (B) in section 3675(b)(3), by striking 17 ‘‘(14), (15), and (16)’’ and inserting ‘‘(15), 18 (16), and (17)’’; 19 (C) in section 3679(d), by striking ‘‘de- 20 scribed in paragraph (14) or (15)’’ and insert- 21 ing ‘‘described in paragraph (15) or (16)’’; and 22 (D) in section 3680A(a)(4)(C)(iii), by 23 striking ‘‘section 3676(c)(14) and (15)’’ and in- 24 serting ‘‘section 3676(c)(15) and (16)’’. 25 VerDate Sep 11 2014 01:21 Sep 20, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3981.RFS H3981 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 HR 3981 RFS (c) ADDITIONAL GROUNDS FOR SUSPENSION OF AP- 1 PROVAL.—Section 3679(f)(1) of such title is amended by 2 adding at the end the following new subparagraph: 3 ‘‘(I) Comply with the notification requirements 4 under sections 3675(b)(5) and 3676(c)(14) of this 5 title, when applicable.’’. 6 (d) DEADLINE FOR RISK-BASED SURVEYS DATA- 7 BASE.—The Secretary of Veterans Affairs shall establish 8 the database required under section 3673A(c) of title 38, 9 United States Code, by not later than 180 days after the 10 date of the enactment of this Act. 11 Passed the House of Representatives September 18, 2023.
