To amend the National Agricultural Research, Extension, and Teaching Policy
Act of 1977 to provide for an additional goal of the Agriculture Advanced
Research and Development Authority (AGARDA) to enhance the role
of agriculture in innovative sustainability solutions.

ferred to the Committee on Agriculture
A BILL
To amend the National Agricultural Research, Extension,
and Teaching Policy Act of 1977 to provide for an addi-
tional goal of the Agriculture Advanced Research and
Development Authority (AGARDA) to enhance the role
of agriculture in innovative sustainability solutions.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Sustainable Agri-
4
culture Research Act’’.

SEC. 2. ADDITIONAL GOAL OF AGARDA TO ENHANCE ROLE

OF AGRICULTURE IN INNOVATIVE SUSTAIN-

ABILITY SOLUTIONS.

Section 1473H of the National Agricultural Re-
4
search, Extension, and Teaching Policy Act of 1977 (7
5
U.S.C. 3319k) is amended—
6
(1) in subsection (a), by adding at the end the
7
following:
8
‘‘(8) PRECISION
AGRICULTURE.—The term
9
‘precision agriculture’ means managing, tracking, or
10
reducing crop or livestock production inputs (includ-
11
ing seed, feed, fertilizer, chemicals, water, and time)
12
at a heightened level of spatial and temporal granu-
13
larity to improve efficiencies, reduce waste, and
14
maintain environmental quality.’’; and
15
(2) in subsection (b)(2)—
16
(A) in subparagraph (C), by striking
17
‘‘and’’ at the end;
18
(B) by redesignating subparagraph (D) as
19
subparagraph (E); and
20
(C) by inserting after subparagraph (C)
21
the following:
22
‘‘(D) to enhance the role of sustainable ag-
23
riculture (as defined in section 1404) in innova-
24
tive voluntary resilience solutions in the United

States through the development of agricultural

technologies that may address—
2
‘‘(i) the impact of extreme weather on
3
crop production;
4
‘‘(ii) the effects of drought and the
5
potential of building water holding capacity
6
in soils on crop and rangelands;
7
‘‘(iii) the expansion of the potential
8
for long-term carbon storage through sus-
9
tainable agriculture;
10
‘‘(iv) increased economic and practical
11
feasibility for renewable and sustainable
12
energy, including conventional and ad-
13
vanced biofuels, on farms and in the agri-
14
culture industry;
15
‘‘(v) increased voluntary adoption of
16
conservation practices that sequester car-
17
bon and build on-farm climate resilience;
18
and
19
‘‘(vi) increased economic and practical
20
feasibility for, and voluntary adoption of,
21
precision agriculture technology; and’’.
