duced the following bill; which was referred to the Committee on Energy
and Commerce
A BILL
To require a report on Puerto Rico’s progress toward rebuild-
ing the electric grid and detailing the efforts the Federal
Government is undertaking to expedite such rebuilding,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. REPORT ON PUERTO RICO’S ELECTRIC GRID.

(a) IN GENERAL.—Not later than 180 days after the
4
date of the enactment of this Act, the Secretary of Energy,
5
in consultation with the Administrator of the Federal
6
Emergency Management Agency (FEMA), the Secretary
7
of Housing and Urban Development, and appropriate rep-

resentatives of the Government of Puerto Rico, shall sub-
1
mit to the appropriate congressional committees a report
2
on Puerto Rico’s progress toward rebuilding the electric
3
grid and that details the efforts the Federal Government
4
is undertaking to expedite such rebuilding. The report
5
shall contain the following:
6
(1) An analysis of the state of Puerto Rico’s
7
electric grid, including the following:
8
(A) A list of projects in order of priority,
9
estimated cost, and estimated time necessary
10
for completion.
11
(B) An analysis of the measures taken by
12
the Federal Government and the Government of
13
Puerto Rico to expedite such rebuilding and the
14
effectiveness of such measures.
15
(C) Information relating to the amount of
16
funds that have been allocated and the amount
17
of funds that have been disbursed.
18
(D) An analysis of how the Federal Gov-
19
ernment can provide further assistance in expe-
20
diting such rebuilding.

(2) Information on accountability measures the
22
Federal Government is implementing or planning to
23
implement to oversee the work that the Government
24
of Puerto Rico, the Puerto Rico Electric Power Au-

thority, and private sector entities are carrying out

in the rebuilding of the electric grid.

(3) An analysis of the role of the Financial
3
Oversight and Management Board for Puerto Rico
4
in the rebuilding of Puerto Rico’s electric grid.
5
(4) Recommendations, as appropriate, for pri-
6
vate sector entities and governments to reduce the
7
number of outages and blackouts.
8
(5) Proposals, as appropriate, for legislative ac-
9
tions and funding needed to improve the process of
10
fund disbursement for critical projects related to
11
electric grids.
12
(6) A plan for expediting such rebuilding by not
13
later than three months after the report is so sub-
14
mitted.

(b) DEFINITION.—In this section, the term ‘‘appro-
16
priate congressional committees’’ means the Committee on
17
Energy and Commerce, the Committee on Natural Re-
18
sources, and the Committee on Transportation and Infra-
19
structure of the House of Representatives and the Com-
20
mittee on Commerce, Science, and Transportation and the
21
Committee on Energy and Natural Resources of the Sen-
22
ate.
