retirement after 32 years of public service.

Mr. STRONG (for himself, Mr. GREEN of Tennessee, Mr. D’ESPOSITO, Mr.
GIMENEZ, Mr. TONY GONZALES of Texas, Mr. HIGGINS of Louisiana,
Mr. EZELL, Mr. LUTTRELL, Mr. BRECHEEN, Mr. GUEST, and Mr.
LALOTA) submitted the following resolution; which was referred to the
Committee on Homeland Security
RESOLUTION
Commending United States Border Patrol Chief Raul L.
Ortiz on his retirement after 32 years of public service.
Whereas, since 1924, the United States Border Patrol’s
(USBP) mission has been to protect the American people
and promote economic prosperity through its border and
national security mission;
Whereas Raul L. Ortiz began his career with the United
States Border Patrol on May 13, 1991, in the San Diego
sector as a member of Academy Class 247;
Whereas Raul Ortiz worked his way up through the ranks at
Chula Vista, Brownfield, and Campo stations;

Whereas, in 2000, he was promoted to the Del Rio sector,
where he served as Assistant Patrol Agent in Charge and
Patrol Agent in Charge of the Comstock station, and ad-
ditionally, as an Assistant Chief Patrol Agent at the Del
Rio sector headquarters;
Whereas, in 2009, he served as Director of the Border Man-
agement Task Force, Senior Advisor to the Department
of Homeland Security’s (DHS) envoy to Afghanistan and
Pakistan, and as the DHS attache´ in Kabul, Afghani-
stan;
Whereas, in 2012, he was promoted to Deputy Chief of Law
Enforcement Operational Programs at Border Patrol
headquarters in Washington, DC, where he served as
principal advisor on enforcement operations and adminis-
trative requirements to accomplish the Border Patrol’s
strategic plan;
Whereas, in 2013, he returned to the field as Deputy Chief
Patrol Agent of the Rio Grande Valley sector;
Whereas, in 2019, he returned to the Del Rio sector as the
Chief Patrol Agent, and on March 2, 2020, entered on
duty as the Deputy Chief of the United States Border
Patrol;
Whereas prior to joining the USBP, he served in the United
States Army’s 8th Infantry Division in Baumholder, Ger-
many;
Whereas he attended the University of Texas in San Antonio
and Southwest Texas Junior College, completing studies
in political science and criminal justice;
Whereas his awards include two Meritorious Honor Awards
from the Department of State, the Certificate of Achieve-
ment from the State of Texas, and the Superior Civilian

Service Medal, the Department of Defense’s third highest
civilian honor;
Whereas Raul L. Ortiz became the 25th Chief of the United
States Border Patrol on August 15, 2021;
Whereas in refusing to enforce the Nation’s laws, the Biden
administration has created an unprecedented and historic
crisis at our southern border;
Whereas, since the beginning of 2021, there has been an
overwhelming increase in the number of illegal immi-
grants crossing our southern border; and
Whereas despite the challenges that this presented for each
of the brave men and women that defend our borders,
Raul Ortiz remained committed to carrying out the mis-
sion of USBP and upholding the rule of law: Now, there-
fore, be it
Resolved, That the House of Representatives—

(1) commends United States Border Patrol

Chief Raul Ortiz on his retirement after 32 years of

honorable service to the Nation; and
4
(2) acknowledges and affirms that Raul Ortiz
5
exemplified leadership and faithfulness in the execu-
6
tion of his duties.
