Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ENROLLMENT MORATORIUM. 1 (a) IN GENERAL.—Notwithstanding subchapter B of 2 chapter 1 of subtitle D of title XII of the Food Security 3 Act of 1985 (16 U.S.C. 3831 et seq.), the Secretary of 4 Agriculture may not enroll land in the conservation reserve 5 program established under that subchapter during the 1- 6 year period beginning on the date of the enactment of this 7 Act. 8 (b) EXCEPTION.—Subsection (a) does not apply to 9 land that, on the date of the enactment of this Act, is 10 subject to a contract entered into under the conservation 11 reserve program described in such subsection. 12 SEC. 3. PRIME FARMLAND. 13 Section 1231 of the Food Security Act of 1985 (16 14 U.S.C. 3831) is amended by adding at the end the fol- 15 lowing: 16 ‘‘(j) PRIME FARMLAND INELIGIBLE.— 17 ‘‘(1) IN GENERAL.—Notwithstanding subsection 18 (b), the Secretary may not enroll prime farmland in 19 the program established under this subchapter. 20 ‘‘(2) PRIME FARMLAND DEFINED.—In this sub- 21 section, the term ‘prime farmland’ means farmland 22 described in section 1540(c)(1)(A) of the Farmland 23 Protection Policy Act (7 U.S.C. 4201(c)(1)(A)).’’. 24 VerDate Sep 11 2014 02:00 Jun 21, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3779.IH H3779 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3779 IH SEC. 4.
