A BILL
To amend title 38, United States Code, to make permanent
certain programs that assist homeless veterans and other
veterans with special needs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Helping Homeless Vet-
4
erans Act of 2023’’.

(a) TREATMENT
FOR SERIOUSLY MENTALLY ILL

AND HOMELESS VETERANS.—Section 2031 of such title
4
is amended—
5
(1) in subsection (a), by striking ‘‘(a)’’; and
6
(2) by striking subsection (b).

(b) HOUSING ASSISTANCE
FOR HOMELESS VET-
8
ERANS.—Section 2041 of such title is amended by striking
9
subsection (c).

(c) FINANCIAL ASSISTANCE FOR SUPPORTIVE SERV-
11
ICES
FOR VERY LOW-INCOME VETERAN FAMILIES
IN
12
PERMANENT HOUSING.—Section 2044(e)(1) of such title
13
is amended by adding at the end the following new sub-
14
paragraph:
15
‘‘(I) $420,000,000 for each fiscal year after fis-
16
cal year 2024.’’.

(d) GRANT PROGRAM
FOR HOMELESS VETERANS
18
WITH SPECIAL NEEDS.—Section 2061(d)(1) of such title
19
is amended—
20
(1) by striking ‘‘each of fiscal years 2007
21
through 2024’’ and inserting ‘‘each fiscal year’’; and
22
(2) by striking ‘‘such’’.
