A BILL
To prohibit the availability of Federal funds to institutions
of higher education that fund Confucius Institutes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Defund the CCP On
4
Campus Act of 2023’’.
5
SEC. 2. PROHIBITION ON FUNDING FOR A CONFUCIUS IN-
6
STITUTE.

(a) IN GENERAL.—No Federal funds may be made
8
available to any institution of higher education that—

(1) provides funds to a Confucius Institute or
1
to an entity that funds such an Institute; or
2
(2) has a Confucius Institute.

(b) STUDY.—Not later than 6 months after the date
4
of enactment of this Act, the Secretary of Education shall
5
submit to Congress the results of a study that reviews,
6
for the preceding 10-year period—
7
(1) the number of institutions of higher edu-
8
cation that have funded or provided funds to an en-
9
tity that has funded a Confucius Institute; and
10
(2) the number of institutions of higher edu-
11
cation at which a Confucius Institute has operated.

(c) DEFINITIONS.—In this Act:
13
(1) CONFUCIUS INSTITUTE.—The term ‘‘Confu-
14
cius Institute’’ means a public educational and cul-
15
tural promotion program funded and arranged by a
16
government-organized group under the Ministry of
17
Education of the People’s Republic of China.
18
(2) INSTITUTE OF HIGHER EDUCATION.—The
19
term ‘‘institution of higher education’’ has the
20
meaning given the term in section 102 of the Higher
21
Education Act of 1965 (20 U.S.C. 1002), except
22
that such term does not include institutions of high-
