Resolved, That immediately upon adoption of this res- 1 olution, the House shall proceed to the consideration in 2 the House of the bill (H.R. 2403) to amend chapter 44 3 of title 18, United States Code, to strengthen the back- 4 ground check procedures to be followed before a Federal 5 firearms licensee may transfer a firearm to a person who 6 is not such a licensee.
