Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Abraham Accords Cy- 4 bersecurity Cooperation Act of 2023’’. 5 SEC. 2. DEFINITIONS. 5 In this Act: 6 (1) ABRAHAM ACCORDS.—The term ‘‘Abraham 7 Accords’’ means— 8 (A) the Abraham Accords Declaration, 9 done at Washington, DC, September 15, 2020; 10 (B) the Abraham Accords Peace Agree- 11 ment: Treaty of Peace, Diplomatic Relations 12 and Full Normalization Between the United 13 Arab Emirates and the State of Israel, done at 14 Washington, DC, September 15, 2020; 15 (C) the Abraham Accords: Declaration of 16 Peace, Cooperation, and Constructive Diplo- 17 matic and Friendly Relations, done at Wash- 18 ington, DC, September 15, 2020, between the 19 State of Israel and the Kingdom of Bahrain; 20 and 21 (D) the Joint Declaration of the Kingdom 22 of Morocco, the United States, and the State of 23 Israel, done at Rabat December 22, 2020. 24 VerDate Sep 11 2014 03:43 Jun 16, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1777.IS S1777 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •S 1777 IS (2) ABRAHAM ACCORDS COUNTRY.—The term 1 ‘‘Abraham Accords country’’ means a country that is 2 a party to the Abraham Accords. 3 (3) APPROPRIATE COMMITTEES OF CON- 4 GRESS.—The term ‘‘appropriate committees of Con- 5 gress’’ means— 6 (A) the Committee on Homeland Security 7 and Governmental Affairs of the Senate; 8 (B) the Committee on Foreign Relations of 9 the Senate; 10 (C) the Committee on Homeland Security 11 of the House of Representatives; and 12 (D) the Committee on Foreign Affairs of 13 the House of Representatives. 14 (4) CRITICAL INFRASTRUCTURE.—The term 15 ‘‘critical infrastructure’’ has the meaning given the 16 term in section 1016(e) of the Critical Infrastruc- 17 ture Protection Act of 2001 (42 U.S.C. 5195c(e)). 18 (5) RANSOMWARE ATTACK.—The term 19 ‘‘ransomware attack’’ has the meaning given the 20 term in section 2200 of the Homeland Security Act 21 of 2002 (6 U.S.C. 650). 22 VerDate Sep 11 2014 03:43 Jun 16, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1777.IS S1777 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •S 1777 IS SEC. 4. CYBERSECURITY COOPERATION WITH ABRAHAM 1 ACCORDS COUNTRIES. 2 (a) PURPOSE.—In support of the goals of the Abra- 3 ham Accords and in furtherance of the mission of the De- 4 partment of Homeland Security, the Secretary of Home- 5 land Security, in consultation with the Secretary of State, 6 may engage in activities to strengthen network defense 7 and cybersecurity collaboration between Abraham Accords 8 countries and the United States in order to, while pro- 9 tecting human rights and respect for civil rights, civil lib- 10 erties, and individual privacy, address shared cybersecu- 11 rity threats, including nation state targeting of critical in- 12 frastructure and ransomware attacks. 13 (b) ACTIVITIES.—Activities to further the purpose 14 described in subsection (a), may include— 15 (1) participating in information sharing with 16 Abraham Accords countries regarding cybersecurity 17 threats and incidents; 18 (2) providing technical assistance to Abraham 19 Accords countries to coordinate cybersecurity inci- 20 dent response to cyberattacks, including support to 21 national computer security incident response teams; 22 and 23 (3) conducting joint cybersecurity training ac- 24 tivities and other information sharing activities re- 25 VerDate Sep 11 2014 03:43 Jun 16, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1777.IS S1777 pbinns on DSKJLVW7X2PROD with $$_JOB 5 •S 1777 IS lating to cybersecurity with Abraham Accords coun- 1 tries, including by— 2 (A) encouraging participation by Abraham 3 Accords countries in the National Cyber Exer- 4 cise Program established under section 2220B 5 of the Homeland Security Act of 2002 (6 6 U.S.C. 665h); and 7 (B) conducting an annual table-top cyber- 8 security exercise carried out in conjunction with 9 Abraham Accords countries. 10 SEC. 5.
