Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 1 Congress finds the following: 2 (1) The POW/MIA Memorial and Museum is a 3 civic landmark and cultural institution being built as 4 of the date of the enactment of this Act in Jackson- 5 ville, Florida, to honor, connect, inspire, and educate 6 all people about the 142,000 members of the Armed 7 Forces who have been captured as prisoners of war 8 since World War II and the approximately 82,000 9 members of the Armed Forces who are currently 10 missing in action or unaccounted for since World 11 War II. 12 (2) The POW/MIA Memorial and Museum is a 13 unique and comprehensive project developed for the 14 exclusive purpose of honoring former prisoners of 15 war, those who were missing in action, those still 16 missing and unaccounted for, and for providing a 17 venue for families of these men and women to tell 18 their stories. 19 (3) The POW/MIA Memorial and Museum will 20 publicize the stories of such individuals, showcase 21 the history of the POW/MIA logo, the history of the 22 Naval Air Station Cecil Field as a master jet base, 23 and will serve as a reflective facility for all. 24 (4) The POW/MIA Memorial and Museum will 25 attract and educate a diverse group of people 26 VerDate Sep 11 2014 02:40 Jun 17, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3670.IH H3670 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3670 IH through visitor-centered, interactive, participatory 1 exhibits, and will provide a place for educational pro- 2 grams, special events, and activities connecting all 3 generations. 4 SEC. 3. NATIONAL POW/MIA MEMORIAL AND MUSEUM. 5 (a) DESIGNATION.—The memorial and museum that 6 is, as of the date of the enactment of this Act, being con- 7 structed on an approximately 26-acre area on POW-MIA 8 Memorial Parkway, Jacksonville, Florida, shall be des- 9 ignated as the ‘‘National POW/MIA Memorial and Mu- 10 seum’’. 11 (b) REPORT TO CONGRESS.—Not later than 90 days 12 after the date of the enactment of this Act, the Director 13 of the National POW/MIA Memorial and Museum shall 14 submit to Congress a report including— 15 (1) a budget for the POW/MIA Memorial and 16 Museum for the five-year period beginning on the 17 date the POW/MIA Memorial and Museum is ex- 18 pected to open to the public; 19 (2) a description of the organizational structure 20 of the POW/MIA Memorial and Museum; 21 (3) a copy of any bylaws or rules implemented 22 by the POW/MIA Memorial and Museum; and 23 (4) a list of any organization or entity that has 24 accredited the POW/MIA Memorial and Museum. 25 VerDate Sep 11 2014 02:40 Jun 17, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3670.IH H3670 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 3670 IH (c) WITHDRAWAL OF DESIGNATION.—The designa- 1 tion under subsection (a) may be withdrawn if— 2 (1) the POW/MIA Memorial and Museum is 3 not operational in a satisfactory manner on the date 4 that is five years after the date of the enactment of 5 this Act; or 6 (2) the report under subsection (b) is submitted 7 to Congress after the date that is 90 days after the 8 date of the enactment of this Act. 9 Æ VerDate Sep 11 2014 02:40 Jun 17, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H3670.IH H3670 kjohnson on DSK79L0C42PROD with BILLS
