Amending the Rules of the House of Representatives to rename the Office
of Diversity and Inclusion as the Office of Talent and Development
and to transfer the Office to the Office of the Chief Administrative
Officer.

Mrs. BICE submitted the following resolution; which was referred to the Com-
mittee on Rules, and in addition to the Committee on House Administra-
tion, for a period to be subsequently determined by the Speaker, in each
case for consideration of such provisions as fall within the jurisdiction of
the committee concerned
RESOLUTION
Amending the Rules of the House of Representatives to
rename the Office of Diversity and Inclusion as the Of-
fice of Talent and Development and to transfer the Of-
fice to the Office of the Chief Administrative Officer.
Resolved,

SECTION 1. OFFICE OF TALENT AND DEVELOPMENT.

(a) FINDING.—The House of Representatives finds
3
that, in order to better serve the American people, the Of-
4
fice of Diversity and Inclusion should be renamed and re-
5
directed as the Office of Talent and Development and

transferred to the Office of the Chief Administrative Offi-

cer as part of a broader centralization of the human re-
2
sources programs of the House in the Office of the Chief
3
Administrative Officer.

(b) RENAMING AND TRANSFER TO CAO.—Clause 4
5
of rule II of the Rules of the House of Representatives
6
is amended by adding at the end the following new para-
7
graph:

‘‘(e)(1) There is established in the Office of the Chief
9
Administrative Officer the Office of Talent and Develop-
10
ment.
11
‘‘(2) Subject to the oversight of the Chief Administra-
12
tive Officer, the Office of Talent and Development shall—
13
‘‘(A) guide House employing offices with re-
14
sources to recruit, hire, train, develop, advance, pro-
15
mote, and retain a talented workforce;
16
‘‘(B) submit a semi-annual report on its activi-
17
ties to the chair and ranking minority member of
18
the Committee on House Administration and the
19
chair and ranking minority member of the Sub-
20
committee on the Legislative Branch of the Com-
21
mittee on Appropriations; and
22
‘‘(C) provide consultation and guidance in fur-
23
therance of increasing a talented workforce in the
24
House.’’.

(c) CONFORMING AMENDMENTS.—

GENERAL.—Rule II of the Rules is

amended—

(A) by striking clause 9; and
4
(B) by redesignating clause 10 as clause 9.

4(d)(1)(A) of rule X of the Rules is amended—

(A) by striking ‘‘the Office of Diversity

and Inclusion,’’; and

(B) by striking ‘‘Inspector General, Office

of Diversity and Inclusion,’’ inserting ‘‘Inspec-
12
tor General,’’.

(d) TRANSITION FOR CURRENT STAFF.—Any indi-
14
vidual serving in the Office of Diversity and Inclusion as
15
of the date of the adoption of this resolution shall be
16
deemed to be serving in the Office of Talent and Develop-
17
ment of the Office of the Chief Administrative Officer of
18
the House of Representatives established under clause
19
4(e)(1) of the Rules of the House of Representatives, as
20
added by subsection (a).
