was referred to the Committee on Oversight and Accountability
A BILL
To prohibit any requirement for recipients of Federal con-
tracts to disclose greenhouse gas emissions and climate-
related financial risk, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Mission not Emissions
4
Act’’.

SEC. 2. PROHIBITION ON FEDERAL CONTRACTOR DISCLO-

SURE OF GREENHOUSE GAS EMISSIONS AND
2
CLIMATE-RELATED FINANCIAL RISK.

(a) PROHIBITION.—Recipients of Federal contracts
4
may not be required to do any of the following:
5
(1) Disclose greenhouse gas emissions and cli-
6
mate-related financial risk as described in the pro-
7
posed rule related to Federal Acquisition Regulation:
8
Disclosure of Greenhouse Gas Emissions and Cli-
9
mate-Related Financial Risk (87 Fed. Reg. 68312),
10
or any substantially similar rule.
11
(2) Provide a greenhouse gas inventory or any
12
other report on greenhouse gas emissions, including
13
Scope 1 emissions, Scope 2 emissions, and Scope 3
14
emissions.
15
(3) Develop and submit greenhouse gas emis-
16
sions reduction targets for validation by any non-
17
governmental organization, including the Science-
18
Based Targets initiative.
19
(b) DEFINITIONS.—In this section:
20
(1) GREENHOUSE GAS.—The term ‘‘greenhouse
21
gas’’ means—
22
(A) carbon dioxide;
23
(B) methane;
24
(C) nitrous oxide;
25
(D) nitrogen trifluoride;

(E) hydrofluorocarbons;
1
(F) perfluorcarbons; or
2
(G) sulfur hexafluoride.

(2) GREENHOUSE GAS INVENTORY.—The term
4
‘‘greenhouse gas inventory’’ means a quantified list
5
of an entity’s annual greenhouse gas emissions.
6
(3) SCOPE 1 EMISSIONS.—The term ‘‘Scope 1
7
emissions’’ means, with respect to an entity, direct
8
greenhouse gas emissions that are emitted from
9
sources that are owned or controlled by the entity.

(4) SCOPE 2 EMISSIONS.—The term ‘‘Scope 2
11
emissions’’ means, with respect to an entity, indirect
12
greenhouse gas emissions that are—
13
(A) associated with the generation of elec-
14
tricity, heating and cooling, or steam, when
15
such electricity, heating and cooling, or steam is
16
purchased or acquired for the entity’s own con-
17
sumption; and
18
(B) emitted from sources other than
19
sources that are owned or controlled by the en-
20
tity.

(5) SCOPE 3 EMISSIONS.—The term ‘‘Scope 3
22
emissions’’ means, with respect to an entity, indirect
23
greenhouse gas emissions, other than Scope 2 emis-
24
sions, that are—
