Graves, United States At- 4 torney for the District of Columbia, in maintenance and 5 support of its impeachment against him for endangering, 6 compromising, and undermining the justice system of the 7 United States by facilitating the explosion of violent crime 8 in the Nation’s capital. 9 The Constitution provides that the House of Rep- 10 resentatives ‘‘shall have the sole Power of Impeachment’’ 11 and that a United States Attorney, as a civil officer of 12 the United States, ‘‘shall be removed from Office on Im- 13 peachment for, and Conviction of, Treason, Bribery, or 14 other high Crimes and Misdemeanors’’. 15 In his conduct as United States Attorney for the Dis- 16 trict of Columbia, in violation of his constitutional oath 17 faithfully to execute the office of United States Attorney 18 for the District of Columbia, and, to the best of his ability, 19 preserve, protect, and defend, the Constitution of the 20 United States, Matthew M. Graves has declined to prosecute 2 approximately 67 percent of people arrested by police offi- 3 cers in 2022, almost doubling the declination rate within 4 the last seven years. 5 Matthew M. Graves has failed to uphold his oath and 6 has instead overseen a denigration of the principles of our 7 justice system by allowing the District of Columbia to be 8 on pace to set records for crime. 9 According to police data, crime is up 23 percent on 10 U.S. Attorney Graves’s watch. Homicides are up 30 per- 11 cent. Murders in Washington, DC, exceeded 200 in 2021 12 and 2022 for the first time since 2003. 13 Instead of preventing prosecuting these crimes, 14 Graves’s office has hired more attorneys solely to pros- 15 ecute more than 1,000 individuals who have been arrested 16 for political protest or touring the U.S. Capitol. United 17 States Attorney Graves has perversely and unconstitution- 18 ally sought lengthy pretrial detention for dozens these po- 19 litical opponents, including individuals not accused of com- 20 mitting any violence. Graves has engaged in abuse of power 3 by becoming a tool of the Biden regime’s pro-crime, anti- 4 democracy agenda. 5 ARTICLE II 6 Matthew M. Graves, in his inability to enforce the 7 law, has engaged in a pattern of conduct that is incompat- 8 ible with his duties as a civil officer of the United States. 9 Matthew M. Graves, in his failure to uphold the oath 10 he took, has, by his actions, lost the trust of citizens of 11 the United States to faithfully execute the laws of the 12 United States. 13 Matthew M. Graves, by such conduct, has dem- 14 onstrated that he will remain a threat to the justice system 15 of the United States of America if allowed to remain in 16 office, and has acted in a manner grossly incompatible 17 with self-governance and the rule of law. 18 Wherefore, Matthew M.
