Mr. ROBERT GARCIA of California (for himself, Mr. RUIZ, Mr. POCAN, Ms.
CRAIG, Ms. BALINT, and Mr. FROST) submitted the following resolution;
which was referred to the Committee on Education and the Workforce
RESOLUTION
Honoring all families.
Whereas there are 1,800,000 adopted children in the United
States;
Whereas more than 320,000 children in the United States
were cared for by foster families in fiscal year 2021;
Whereas 13 percent of adults in the United States are step-
parents;
Whereas for many children in the United States, family mem-
bers and loved ones serving as guardians fulfill the roles
and responsibilities of parents every day;
Whereas millions of people and families in the United States
face barriers to biological parenthood, including, but not
limited to, LGBTQI+ people, people with disabilities,

Whereas between 2,000,000 and 3,700,000 children under
age 18 have an LGBTQI+ parent who may not have a
biological relationship to their child: Now, therefore, be it

resentatives that—

(1) a parent’s ability to contribute to their

child’s growth and success is not defined by the cir-
4
cumstances by which they became a parent; and
5
(2) families of all backgrounds and cir-
6
cumstances deserve to be recognized, respected, and
7
celebrated.
