Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Improving Outdoor 4 Recreation Coordination Act’’. 5 SEC. 2. FEDERAL INTERAGENCY COUNCIL ON OUTDOOR 6 RECREATION. 7 (a) DEFINITIONS.—Section 200102 of title 54, 8 United States Code, is amended— 9 VerDate Sep 11 2014 01:03 May 19, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3107.IH H3107 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 3107 IH (1) by redesignating paragraphs (1) and (2) as 1 paragraphs (4) and (5) respectively; and 2 (2) by inserting before paragraph (4), as so re- 3 designated, the following: 4 ‘‘(1) COUNCIL.—The term ‘Council’ means the 5 Federal Interagency Council on Outdoor Recreation 6 established under section 200104. 7 ‘‘(2) FEDERAL LAND MANAGEMENT AGENCY.— 8 The term ‘Federal land management agency’ has the 9 meaning given the term in section 802 of the Fed- 10 eral Lands Recreation Enhancement Act (16 U.S.C. 11 6801). 12 ‘‘(3) FEDERAL RECREATIONAL LANDS AND 13 WATERS.—The term ‘Federal recreational lands and 14 waters’ has the meaning given the term in section 15 802 of the Federal Lands Recreation Enhancement 16 Act (16 U.S.C. 6801).’’. 17 (b) ESTABLISHMENT OF COUNCIL.—Section 200104 18 of title 54, United States Code, is amended to read as 19 follows: 20 ‘‘§ 200104. Federal Interagency Council on Outdoor 21 Recreation 22 ‘‘(a) ESTABLISHMENT.—The Secretary shall estab- 23 lish an interagency council, to be known as the ‘Federal 24 Interagency Council on Outdoor Recreation’. 25 VerDate Sep 11 2014 01:03 May 19, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3107.IH H3107 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3107 IH ‘‘(b) COMPOSITION.— 1 ‘‘(1) IN GENERAL.—The Council shall be com- 2 posed of representatives of each of the following 3 agencies, to be appointed by the head of the respec- 4 tive agency: 5 ‘‘(A) The National Park Service. 6 ‘‘(B) The Bureau of Land Management. 7 ‘‘(C) The United States Fish and Wildlife 8 Service. 9 ‘‘(D) The Bureau of Indian Affairs. 10 ‘‘(E) The Bureau of Reclamation. 11 ‘‘(F) The Forest Service. 12 ‘‘(G) The Corps of Engineers. 13 ‘‘(H) The National Marine Fisheries Serv- 14 ice. 15 ‘‘(2) ADDITIONAL PARTICIPANTS.—In addition 16 to the members of the Council appointed under 17 paragraph (1), the Secretary may invite participa- 18 tion in the Council’s meetings or other activities 19 from representatives of the following: 20 ‘‘(A) The Council on Environmental Qual- 21 ity. 22 ‘‘(B) The Natural Resources Conservation 23 Service. 24 VerDate Sep 11 2014 01:03 May 19, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3107.IH H3107 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 3107 IH ‘‘(C) Rural development programs of the 1 Department of Agriculture. 2 ‘‘(D) The National Center for Chronic Dis- 3 ease Prevention and Health Promotion. 4 ‘‘(E) The Environmental Protection Agen- 5 cy. 6 ‘‘(F) The Department of Transportation, 7 including the Federal Highway Administration. 8 ‘‘(G) The Tennessee Valley Authority. 9 ‘‘(H) The Department of Commerce, in- 10 cluding— 11 ‘‘(i) the Bureau of Economic Analysis; 12 ‘‘(ii) the National Oceanic and Atmos- 13 pheric Administration; 14 ‘‘(iii) the National Travel and Tour- 15 ism Office; and 16 ‘‘(iv) the Economic Development Ad- 17 ministration. 18 ‘‘(I) The Federal Energy Regulatory Com- 19 mission. 20 ‘‘(J) An applicable State agency or office. 21 ‘‘(K) An applicable agency or office of a 22 local government. 23 ‘‘(3) STATE COORDINATION.—In determining 24 additional participants under this subsection, the 25 VerDate Sep 11 2014 01:03 May 19, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3107.IH H3107 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 3107 IH Secretary shall seek to ensure that States are invited 1 and represented in the Council’s meetings or other 2 activities. 3 ‘‘(4) LEADERSHIP.—The leadership of the 4 Council shall rotate annually among the Council 5 members appointed under paragraph (1), or as oth- 6 erwise determined by the Secretary in consultation 7 with the Secretaries of Agriculture, Defense, and 8 Commerce. 9 ‘‘(5) FUNDING.—Notwithstanding section 708 10 of title VII of division E of the Consolidated Appro- 11 priations Act, 2023 (Public Law 117–328), the 12 Council members appointed under paragraph (1) 13 may enter into agreements to share the management 14 and operational costs of the Council. 15 ‘‘(c) COORDINATION.—The Council shall meet as fre- 16 quently as appropriate for the purposes of coordinating— 17 ‘‘(1) recreation management policies across 18 Federal agencies, including implementation of the 19 Federal Lands Recreation Enhancement Act (16 20 U.S.C. 6801 et seq.); 21 ‘‘(2) the response by Federal land management 22 agencies to public health emergencies or other emer- 23 gencies that result in disruptions to, or closures of, 24 Federal recreational lands and waters; 5 ‘‘(4) the adoption and expansion of emerging 6 technologies on Federal recreational lands and 7 waters; 8 ‘‘(5) research activities, including quantifying 9 the economic impacts of recreation; 10 ‘‘(6) dissemination to the public of recreation- 11 related information (including information relating 12 to opportunities, reservations, accessibility, and clo- 13 sures), in a manner that ensures the recreation-re- 14 lated information is easily accessible with modern 15 communication devices; 16 ‘‘(7) the improvement of access to Federal rec- 17 reational lands and waters; and 18 ‘‘(8) the identification and engagement of part- 19 ners outside the Federal Government— 20 ‘‘(A) to promote outdoor recreation; 21 ‘‘(B) to facilitate collaborative management 22 of outdoor recreation; and 23 VerDate Sep 11 2014 01:03 May 19, 2023 Jkt 039200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H3107.IH H3107 kjohnson on DSK79L0C42PROD with BILLS 7 •HR 3107 IH ‘‘(C) to provide additional resources relat- 1 ing to enhancing outdoor recreation opportuni- 2 ties. 3 ‘‘(d) EFFECT.—Nothing in this section affects the 4 authorities, regulations, or policies of any Federal agency 5 described in paragraph (1) or (2) of subsection (b).’’. 6 (c) CLERICAL AMENDMENT.—The table of sections 7 for chapter 2001 of title 54, United States Code, is 8 amended by striking the item relating to section 200104 9 and inserting the following: 10 ‘‘200104.
