families year-round access to nutrition incentives, including hard-to-serve
areas, and for other purposes.

To amend the Food, Conservation, and Energy Act of 2008
to provide families year-round access to nutrition incen-
tives, including hard-to-serve areas, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Supporting all Healthy
4
Options when Purchasing Produce Act’’ or the ‘‘SHOPP
5
Act’’.

SEC. 2. NUTRITION INCENTIVES.

(a) IN GENERAL.—Section 4405 of the Food, Con-
2
servation, and Energy Act of 2008 (7 U.S.C. 7517) is
3
amended—
4
(1) in subsection (b)(2)(B)—
5
(A) by redesignating clauses (ix) and (x)
6
as clauses (x) and (xi); and
7
(B) by inserting after clause (viii) the fol-
8
lowing:
9
‘‘(ix) increase year-round availability
10
of incentives by offering fresh frozen fruits
11
or vegetables;’’; and
12
(2) in subsection (c), by striking ‘‘fresh fruits
13
and vegetables’’ and inserting ‘‘fresh or fresh frozen
14
fruits, vegetables, and legumes’’ each place it ap-
15
pears.

(b) EFFECTIVE DATE.—The amendments made by
17
this section shall take effect on March 6, 2024.
