A BILL
To direct the Secretary of Health and Human Services to
maintain a National Concussion and Traumatic Brain
Injury Clearinghouse.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘National Concussion
4
and Traumatic Brain Injury Clearinghouse Act of 2023’’.
5
SEC. 2. NATIONAL CONCUSSION AND TRAUMATIC BRAIN IN-
6
JURY CLEARINGHOUSE.

(a) IN GENERAL.—The Secretary of Health and
8
Human Services, acting jointly with the Director of the
9
Centers for Disease Control and Prevention, shall estab-

lish and maintain a clearinghouse of concussion and trau-

matic brain injury best practices, medical knowledge, ap-
2
propriate certification, and research, to be known as the
3
National Concussion and Traumatic Brain Injury Clear-
4
inghouse.

(b) DESIGN.—The clearinghouse under this section
6
shall be designed to provide vetted, high-quality informa-
7
tion on concussion and traumatic brain injury, and associ-
8
ated comorbidities—
9
(1) to medical professionals so they may access
10
reliable best-practice information to provide appro-
11
priate care for their patients; and
12
(2) to patients and other stakeholders so they
13
may—
14
(A) easily find appropriate medical profes-
15
sionals; and
16
(B) access high-quality information.
17
(c) ARRANGEMENTS WITH OTHER ENTITIES.—In
18
carrying out this section, the Secretary of Health and
19
Human Services may disseminate information through ar-
20
rangements with nonprofit organizations, consumer
21
groups, Federal, State, or local agencies, or the media.
22
(d) TIMING.—The Secretary of Health and Human
23
Services shall establish the clearinghouse required by sub-
