pipes or cylindrical objects intended to be used to smoke or inhale
illegal scheduled substances.

referred to the Committee on Health, Education, Labor, and Pensions

To prohibit the use of Federal funds to purchase, procure,
or distribute pipes or cylindrical objects intended to be
used to smoke or inhale illegal scheduled substances.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Cutting Rampant Ac-
4
cess to Crack Kits Act of 2023’’ or the ‘‘CRACK Act of
5
2023’’.

SEC. 2. PROHIBITION ON USE OF FEDERAL FUNDS FOR

PIPES INTENDED TO BE USED TO SMOKE OR

INHALE ILLEGAL SCHEDULED SUBSTANCES.

Notwithstanding any other provision of law, Federal
4
funds made available for the treatment of substance use
5
disorders shall not be used to purchase, procure, or dis-
6
tribute pipes or cylindrical objects intended to be used to
7
smoke or inhale illegal scheduled substances.
