A BILL
To permit the Attorney General to award grants for accurate
date on opioid-related overdoses, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Overcoming Prevalent
4
Inadequacies in Overdose Information Data Sets Act’’ or
5
the ‘‘OPIOIDS Act’’.
6
SEC. 2. ACCURATE DATA ON OPIOID-RELATED OVERDOSES.
7
The Attorney General may award grants to States,
8
territories, and localities to support improved data and
9
surveillance on opioid-related overdoses, including for ac-

tivities to improve postmortem toxicology testing, data
1
linkage across data systems throughout the United States,
2
electronic death reporting, or the comprehensiveness of
3
data on fatal and nonfatal opioid-related overdoses.

SEC. 3. LAW ENFORCEMENT GRANTS.
5
(a) IN GENERAL.—The Attorney General shall make
6
grants to local law enforcement agencies and forensic lab-
7
oratories in communities with high rates of drug overdoses
8
for the purpose of—
9
(1) training to help officers identify overdoses;
10
(2) upgrading essential systems for tracing
11
drugs and processing samples in forensic labora-
12
tories to provide timely, accurate, and standard data
13
reporting to the National Forensic Laboratory Infor-
14
mation System; or
15
(3) training to better trace criminals through
16
the darknet.

(b) MANDATORY REPORTING.—None of the funds
18
made under subsection (a) may be used by grantees that
19
do not submit to the National Forensic Laboratory Infor-
20
mation System reports on overdose data.

(c) FEDERAL LAW ENFORCEMENT TRAINING CEN-
22
TERS.—Federal Law Enforcement Training Centers shall
23
provide training to State and local law enforcement agen-

cies on how to best coordinate with State and Federal

partners for tracking drug-related activity.

(d) COPS GRANTS.—Section 1701(b) of the Omni-
3
bus Crime Control and Safe Streets Act of 1968 (34
4
U.S.C. 10381) is amended—
5
(1) in paragraph (22), by striking ‘‘and’’ at the
6
end;
7
(2) in paragraph (23), by striking the period at
8
the end and inserting ‘‘; and’’; and
9
(3) by adding at the end the following:
10
‘‘(24) to provide training and resources for con-
11
tainment devices to prevent secondary exposure to
12
fentanyl and other substances for first responders.’’.

SEC. 4. OFFICE OF NATIONAL DRUG CONTROL POLICY RE-
14
FORM.
15
(a) IN GENERAL.—The Drug Enforcement Adminis-
16
tration shall develop uniform reporting standards for
17
inputting data into the National Forensic Laboratory In-
18
formation System for purity, formulation, and weight to
19
allow for better comparison across jurisdictions and be-
20
tween agencies and the sharing of data.
21
(b) CLARIFICATION.—Nothing in subsection (a) may
22
be construed to require the creation of new or increased
23
obligations or reporting requirements on State or local lab-
24
oratories.

SEC. 5. DEA TESTING.
1
The Drug Enforcement Administration shall submit
2
to Congress, as part of the annual budget process, a spe-
3
cific line item for the level of funding necessary for the
4
Fentanyl Signature Profiling Program.
