A BILL
To provide grants to owners of intergenerational dwelling
units, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited to as the ‘‘Grandfamily Hous-
4
ing Act of 2023’’.
5
SEC. 2. GRANT PROGRAM FOR GRANDFAMILY HOUSING.
6
(a) IN GENERAL.—Title II of the LEGACY Act of
7
2003 (12 U.S.C. 1790q note) is amended by adding at
8
the end the following:

‘‘SEC. 206. GRANT PROGRAM.

‘‘(a) IN GENERAL.—The Secretary shall, not later
2
than 180 days after the date of enactment of this section,
3
establish a program to provide grants to owners of inter-
4
generational dwelling units.
5
‘‘(b) APPLICATION.—To be eligible to receive a grant
6
under this section, an owner of an intergenerational dwell-
7
ing unit shall submit an application to the Secretary at
8
such time, in such manner, and containing such informa-
9
tion as the Secretary may reasonably require.
10
‘‘(c) USE OF GRANT AMOUNTS.—An owner of an in-
11
tergenerational dwelling unit that receives a grant under
12
this section shall use amounts provided to cover costs asso-
13
ciated with—
14
‘‘(1) employing a service coordinator to—
15
‘‘(A) offer onsite services to intergenera-
16
tional families, including tutoring, health care
17
services, afterschool care, and activities that are
18
age appropriate for children of various ages of
19
development; and
20
‘‘(B) coordinate with any local kinship nav-
21
igator
program
(as
described
in
section
22
474(a)(7) of the Social Security Act (42 U.S.C.
23
674(a)(7));

‘‘(2) facilitating outreach to intergenerational
25
families as described in subsection (d);

‘‘(3) planning and providing services to inter-
1
generational families; and
2
‘‘(4) retrofitting and maintaining existing
3
spaces within the property that contains the inter-
4
generational dwelling unit for the services and pro-
5
grams provided to intergenerational families.

‘‘(d) OUTREACH.—
7
‘‘(1) IN GENERAL.—An owner of an intergen-
8
erational dwelling unit that receives a grant under
9
this section shall engage with intergenerational fami-
10
lies in the community surrounding the property that
11
contains the grandfamily housing owned by the
12
grant recipient by—
13
‘‘(A) performing periodic informational
14
outreach; and
15
‘‘(B) planning and offering events for in-
16
tergenerational families.
17
‘‘(2) COORDINATION.—Outreach under this
18
subsection shall, where possible, be in coordination
19
with a local kinship navigator program (as described
20
in section 474(a)(7) of the Social Security Act (42
21
U.S.C. 674(a)(7)) or a comparable program or enti-
22
ty in the State in which the intergenerational dwell-
23
ing unit is located.

‘‘(e) AUTHORIZATION OF APPROPRIATIONS.—There
1
are authorized to be appropriated to the Secretary such
2
sums as may be necessary to carry out this section for
3
each of fiscal years 2024 through 2028.
4
‘‘(f) NONDISCRIMINATION.—The program established
5
under this section shall be implemented by the Secretary
6
in a manner that is consistent with the Fair Housing Act
7
(42 U.S.C. 3601 et seq.).’’.

(b) VAWA PROTECTIONS.—Section 41411(a)(3) of
9
the Violence Against Women Act of 1994 (34 U.S.C.
10
12491(a)(3)) is amended—
11
(1) by redesignating subparagraphs (O) and
12
(P) as subparagraphs (P) and (Q), respectively; and
13
(2) by inserting after subparagraph (N) the fol-
14
lowing:
15
‘‘(O) the program established under sec-
16
tion 206 of the LEGACY Act of 2003;’’.
17
(c) REPORT.—Not later than 2 years after the date
18
of enactment of this section, the Secretary of Housing and
19
Urban Development shall submit to the Congress a report
20
that—
21
(1) describes the effectiveness of the grant pro-
22
gram established under section 206 of the LEGACY
23
Act of 2003, as added by subsection (a); and
