to the Committee on Foreign Relations
A BILL
To ensure peace through strength in Israel by requiring
a Department of Defense assessment of the quantity
of precision-guided munitions and other munitions for
use by Israel, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Ensuring Peace
4
Through Strength in Israel Act’’.
5
SEC. 2. ENSURING PEACE THROUGH STRENGTH IN ISRAEL.

(a) DEPARTMENT OF DEFENSE ASSESSMENT.—Sub-
7
section (b) of section 1273 of the John S. McCain Na-

‘‘(b) DEPARTMENT OF DEFENSE ASSESSMENT OF
4
QUANTITY
OF
PRECISION-GUIDED
MUNITIONS
AND
5
OTHER MUNITIONS FOR USE BY ISRAEL.—
6
‘‘(1) IN
GENERAL.—Not later than April 1,
7
2024, and annually thereafter through 2028, the
8
Secretary of Defense shall conduct an assessment
9
with respect to the following:
10
‘‘(A) The quantity and type of precision-
11
guided munitions necessary for Israel to protect
12
Israel and prevail in the event of a sustained
13
armed confrontation between Israel and the Is-
14
lamic Republic of Iran and the proxy forces of
15
the
Islamic
Republic
of
Iran,
including
16
Hezbollah and Hamas.
17
‘‘(B) The quantity and type of other muni-
18
tions necessary for Israel to protect Israel and
19
prevail in the event of a sustained armed con-
20
frontation between Israel and the Islamic Re-
21
public of Iran and the proxy forces of the Is-
22
lamic Republic of Iran, including Hezbollah and
23
Hamas.

‘‘(C) The quantity and type of precision-
1
guided munitions necessary for Israel to protect
2
Israel and prevail in the event of a sustained
3
armed
confrontation
between
Israel
and
4
Hezbollah.
5
‘‘(D) The quantity and type of precision-
6
guided munitions necessary for Israel to protect
7
Israel and prevail in the event of a sustained
8
armed confrontation between Israel and any
9
other armed group or terrorist organization,
10
such as Hamas.
11
‘‘(E) The resources the Government of
12
Israel would need to dedicate to acquire the
13
quantity and type of munitions described in
14
subparagraphs (A) through (D).
15
‘‘(F) Whether, as of the date on which the
16
applicable joint assessment is completed, suffi-
17
cient quantities and types of munitions to con-
18
duct operations described in subparagraphs (A)
19
through (D) are present in—
20
‘‘(i) the inventory of the military
21
forces of Israel;
22
‘‘(ii) the War Reserves Stock Allies-
23
Israel;

‘‘(iii) any other United States stock-
1
pile or depot within the area of responsi-
2
bility of United States Central Command,
3
as the Secretary of Defense considers ap-
4
propriate to disclose to the Government of
5
Israel; or
6
‘‘(iv) the inventory of the United
7
States Armed Forces, as the Secretary of
8
Defense considers appropriate to disclose
9
to the Government of Israel.

‘‘(G) United States planning—
11
‘‘(i) to assist Israel to prepare for the
12
contingencies described in subparagraphs
13
(A) through (D); and
14
‘‘(ii) to resupply Israel with the quan-
15
tity and type of munitions described in
16
subparagraphs (A) through (D) in the
17
event of such a contingency.

‘‘(H) The quantity and pace at which the
19
United States is capable of pre-positioning, rap-
20
idly replenishing, or assisting in the rapid re-
21
plenishment of stockpiles of such munitions in
22
the inventory of the military forces of Israel
23
and the War Reserves Stock Allies-Israel in

preparation for, and to conduct, the operations
1
described in subparagraphs (A) through (D).
2
‘‘(2) CONSULTATION.—In carrying out the as-
3
sessment required by paragraph (1), the Secretary
4
of Defense shall consult with the Government of
5
Israel, provided that the Government of Israel
6
agrees to be so consulted.’’.
7
(b) REPORT.—Subsection (c) of such section is
8
amended—
9
(1) in the subsection heading, by striking ‘‘RE-
10
PORT’’ and inserting ‘‘REPORTS’’;
11
(2) in paragraph (1)—
12
(A) in the paragraph heading, by striking
13
‘‘IN
GENERAL’’ and inserting ‘‘DEPARTMENT
14
OF DEFENSE ASSESSMENT’’; and
15
(B) by striking ‘‘the President’’ and insert-
16
ing ‘‘the Secretary of Defense’’;
17
(3) by redesignating paragraphs (2) and (3) as
18
paragraphs (3) and (4); and
19
(4) by inserting after paragraph (1) the fol-
20
lowing new paragraph (2):

‘‘(2) INVENTORY.—Not later than 90 days after
22
the date on which the report in paragraph (1) is
23
submitted, and every 90 days thereafter through De-
24
cember 31, 2028, the Secretary of Defense shall

submit to the appropriate congressional committees

a report on the actions being taken and the progress
2
made by the United States, since the date on which
3
the preceding report under paragraph (1) was sub-
4
mitted, to pre-position and ensure that the inventory
5
of the military forces of Israel and the War Reserves
6
Stock Allies-Israel have sufficient quantities and
7
types of munitions in preparation for, and to con-
8
duct, the operations described in subparagraphs (A)
9
through (D) of subsection (b)(1), including proce-
10
dures implemented by the United States for rapidly
11
replenishing, or assisting in the rapid replenishment
12
of, stockpiles of such munitions for use by Israel as
13
may be necessary.’’.
