AN ACT
To reauthorize the Project Safe Neighborhoods Grant
Program Authorization Act of 2018, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Project Safe Neighbor-
2
hoods Reauthorization Act of 2023’’.

SEC. 2. FINDINGS.
4
Congress finds the following:
5
(1) Launched in 2001, the Project Safe Neigh-
6
borhoods program is a nationwide initiative that
7
brings together Federal, State, local, and Tribal law
8
enforcement officials, prosecutors, community lead-
9
ers, and other stakeholders to identify the most
10
pressing crime problems in a community and work
11
collaboratively to address those problems.
12
(2) The Project Safe Neighborhoods program—
13
(A) operates in all 94 Federal judicial dis-
14
tricts throughout the 50 States and territories
15
of the United States; and
16
(B) implements 4 key components to suc-
17
cessfully reduce violent crime in communities,
18
including community engagement, prevention
19
and intervention, focused and strategic enforce-
20
ment, and accountability.

SEC. 3. REAUTHORIZATION.

(a) DEFINITIONS.—Section 2 of the Project Safe
23
Neighborhoods Grant Program Authorization Act of 2018
24
(34 U.S.C. 60701) is amended—
25

(1) by redesignating paragraphs (1), (2), and
1
(3) as paragraphs (2), (4), and (5), respectively;
2
(2) by inserting before paragraph (2), as so re-
3
designated, the following:

‘‘(1) the term ‘crime analyst’ means an indi-
5
vidual employed by a law enforcement agency for the
6
purpose of separating information into key compo-
7
nents and contributing to plans of action to under-
8
stand, mitigate, and neutralize criminal threats;’’;
9
and
10
(3) by inserting after paragraph (2), as so re-
11
designated, the following:
12
‘‘(3) the term ‘law enforcement assistant’
13
means an individual employed by a law enforcement
14
agency or a prosecuting agency for the purpose of
15
aiding law enforcement officers in investigative or
16
administrative duties;’’.

(b) USE OF FUNDS.—Section 4(b) of the Project
18
Safe Neighborhoods Grant Program Authorization Act of
19
2018 (34 U.S.C. 60703(b)) is amended—
20
(1) in paragraph (3), by striking ‘‘or’’ at the
21
end;
22
(2) in paragraph (4), by striking the period at
23
the end and inserting a semicolon; and
24
(3) by adding at the end the following:

‘‘(5) hiring crime analysts to assist with violent

crime reduction efforts;
2
‘‘(6) the cost of overtime for law enforcement
3
officers, prosecutors, and law enforcement assistants
4
that assist with the Program; and
5
‘‘(7) purchasing, implementing, and using tech-
6
nology to assist with violent crime reduction ef-
7
forts.’’.

(c) AUTHORIZATION OF APPROPRIATIONS.—Section
9
6 of the Project Safe Neighborhoods Grant Program Au-
10
thorization Act of 2018 (34 U.S.C. 60705) is amended
11
by striking ‘‘fiscal years 2019 through 2021’’ and insert-
12
ing ‘‘fiscal years 2024 through 2028’’.
13
SEC. 4. TASK FORCE SUPPORT.
14
(a) SHORT TITLE.—This section may be cited as the
15
‘‘Officer Ella Grace French and Sergeant Jim Smith Task
16
Force Support Act of 2023’’.
17
(b) AMENDMENT.—Section 4(b) of the Project Safe
18
Neighborhoods Grant Program Authorization Act of 2018
19
(34 U.S.C. 60703(b)), as amended by section 3(b), is
20
amended—
21
(1) in paragraph (6), by striking ‘‘and’’ at the
22
end;
23
(2) in paragraph (7), by striking the period at
24
the end and inserting ‘‘; and’’; and

(3) by adding at the end the following:

‘‘(8)
support
for
multi-jurisdictional
task
2
forces.’’.

SEC. 5. TRANSPARENCY.

Not less frequently than annually, the Attorney Gen-
5
eral shall submit to the Committee on the Judiciary of
6
the Senate and the Committee on the Judiciary of the
7
House of Representatives a report that details, for each
8
area in which the Project Safe Neighborhoods Block
9
Grant Program operates and with respect to the 1-year
10
period preceding the date of the report—
11
(1) how the area spent funds under the Project
12
Safe Neighborhoods Block Grant Program;
13
(2) the community outreach efforts performed
14
in the area; and
15
(3) the number and a description of the violent
16
crime offenses committed in the area, including mur-
17
der, non-negligent manslaughter, rape, robbery, and
18
aggravated assault.
