was read twice and referred to the Committee on Commerce, Science, and
Transportation

To make improvements to the small community air service
development program.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Small Community Air
4
Service Enhancement Act’’.
5
SEC. 2. IMPROVEMENTS TO THE SMALL COMMUNITY AIR
6
SERVICE DEVELOPMENT PROGRAM.

Section 41743 of title 49, United States Code, is
8
amended—

(1) in subsection (c)(5)(E), by striking ‘‘has
1
been terminated;’’ and inserting the following: ‘‘has
2
been—
3
‘‘(i) terminated; or
4
‘‘(ii) significantly reduced (as meas-
5
ured by enplanements, capacity (seats),
6
schedule, connections, or routes);’’; and
7
(2) in subsection (e)—
8
(A) in paragraph (2), in the first sentence,
9
by striking ‘‘$10,000,000 for each of fiscal
10
years
2018
through
2023’’
inserting
11
‘‘$16,000,000 for each of fiscal years 2024
12
through 2028’’; and
13
(B) by adding at the end the following new
14
paragraph:

‘‘(3) REQUIREMENT IF FUNDING AVAILABLE.—

In any fiscal year in which the amount available to
17
the Secretary to make agreements to provide assist-
18
ance under this section exceeds $5,000,000, the Sec-
19
retary shall, subject to the total amount so available,
20
issue an order soliciting grant applications under
21
this section during that fiscal year.’’.
