To authorize grants for emotional support services for
incarcerated victims of sexual abuse, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Sexual Abuse Services
4
in Detention Act’’.
5
SEC. 2. DEFINITIONS.
6
In this Act:
7
(1) EMOTIONAL SUPPORT SERVICE.—The term
8
‘‘emotional support service’’—

(A) means emotional support services or
1
counseling for individuals who have experienced
2
sexual abuse at any time in their life; and
3
(B) includes—
4
(i) crisis intervention services;
5
(ii) education about dynamics of sex-
6
ual abuse and sexual harassment;
7
(iii) sharing resources;
8
(iv) safety planning and discussion of
9
reporting options;
10
(v) telephone hotline services; and
11
(vi) assistance processing trauma re-
12
actions and building coping skills.

(2)
EMOTIONAL
SUPPORT
SERVICE
PRO-
14
VIDER.—The term ‘‘emotional support service pro-
15
vider’’ means a nonprofit, nongovernmental organi-
16
zation that has—
17
(A) special expertise and broad experience
18
in providing sexual abuse and rape crisis coun-
19
seling services for survivors, including victims of
20
sexual abuse in correctional settings; and
21
(B) experience with correctional services,
22
such as—
23
(i) understanding the unique dynam-
24
ics of custodial sexual abuse;

(ii) understanding correctional prac-
1
tices and correctional security concerns; or
2
(iii) providing technical assistance and
3
training to correctional officers and admin-
4
istrators.

(3) NONPROFIT
ORGANIZATION.—The term
6
‘‘nonprofit organization’’ means an organization that
7
is described in section 501(c)(3) of the Internal Rev-
8
enue Code of 1986 and that is exempt from taxation
9
under section 501(a) of such Code.
10
(4) TRAINING SERVICES.—The term ‘‘training
11
services’’ means providing education, training, and
12
technical assistance on providing emotional support
13
services in corrections settings for incarcerated sur-
14
vivors and victims of sexual abuse.

SEC. 3. EMOTIONAL SUPPORT SERVICES FOR SEXUAL
16
ABUSE VICTIMS IN DETENTION FACILITIES.
17
(a) GRANTS AUTHORIZED.—The Attorney General,
18
acting through the Director of the Office for Victims of
19
Crime, may award grants to emotional support service
20
providers for the purpose of collaborating with Federal,
21
State, local, or Tribal authorities to provide emotional sup-
22
port services in corrections settings for incarcerated sur-
23
vivors and victims of sexual abuse.

(b) AUTHORIZATION
OF APPROPRIATIONS.—There
1
are authorized to be appropriated $10,000,000 for each
2
of fiscal years 2024 through 2029 to carry out this sec-
3
tion.
4
(c) SUPPLEMENT, NOT SUPPLANT.—Amounts made
5
available under this section shall supplement and not sup-
6
plant any other authorization, appropriation, or grant.

SEC. 4. TRAINING GRANTS.
8
(a) ELIGIBLE ENTITY.—In this section, the term ‘‘el-
9
igible entity’’ means an entity that has experience pro-
10
viding training services in the manner described in sub-
11
section (c).

(b) AUTHORITY.—The Attorney General may award
13
grants to eligible entities to carry out the activities de-
14
scribed in subsection (c).
15
(c) USE OF FUNDS.—An eligible entity that receives
16
a grant under subsection (b) shall use amounts received
17
under the grant to—
18
(1) provide training services to a corrections
19
agency or facility seeking to offer emotional support
20
services at the institution;
21
(2) provide training services to correctional offi-
22
cers and administrators; and

(3) collect and maintain data on a biannual
1
basis on the usage volume for training services de-
2
scribed in paragraphs (1) and (2).

(d) AUTHORIZATION
OF APPROPRIATIONS.—There
4
are authorized to be appropriated $5,000,000 to carry out
5
this section for each of fiscal years 2024 through 2029.

SEC. 5. SEXUAL ABUSE SERVICES IN DETENTION RE-
7
SOURCE CENTER.
8
(a) ELIGIBLE ORGANIZATION.—In this section, the
9
term ‘‘eligible organization’’ means a nonprofit organiza-
10
tion that has special expertise and broad experience in pro-
11
viding the information, guidance, and technical assistance
12
described in subsection (b).
13
(b) ESTABLISHMENT.—The Attorney General shall
14
establish a national resource center that shall—
15
(1) provide guidance and training series to cor-
16
rections agencies, prisons, jails, and other detention
17
facilities on establishing, administering, operating,
18
and supporting emotional support services for sexual
19
abuse victims in correctional or detention facilities;
20
(2) provide guidance and training services to
21
emotional support service providers on establishing,
22
administering, operating, and supporting emotional
23
support services for sexual abuse victims in correc-
24
tional or detention facilities; and

(3) collect, compile, and disseminate resources
1
on the delivery of emotional support services in cor-
2
rectional or detention settings, including—
3
(A) training services;
4
(B) research; and
5
(C) best practices.

(c) GRANT.—The Attorney General may make a
7
grant to an eligible organization to provide for the estab-
8
lishment, functioning, or implementation of subsection (b).
9
(d) AUTHORIZATION
OF APPROPRIATIONS.—There
10
are authorized to be appropriated $2,000,000 for each of
11
fiscal years 2024 through 2029 to carry out this section.
