A BILL
To amend the Elementary and Secondary Education Act
of 1965 to include certain mental health professionals
as specialized instructional support personnel.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Improving Mental
4
Health in Schools Act’’.
5
SEC. 2. SPECIALIZED INSTRUCTIONAL SUPPORT PER-
6
SONNEL.

Section 8101(47)(A)(i) of the Elementary and Sec-
8
ondary Education Act of 1965 (20 U.S.C. 7801(47)(A)(i))

is amended by striking ‘‘and school psychologists’’ and in-

serting ‘‘school psychologists, and other qualified mental
2
health professionals involved in providing mental health
3
services for students, including marriage and family thera-
4
pists, licensed professional clinical counselors, licensed
5
clinical social workers, and clinical psychologists (includ-
6
ing individuals completing supervised postgraduate hours
7
required to become a marriage and family therapist, li-
8
censed professional clinical counselor, licensed clinical so-
9
cial worker, or clinical psychologist)’’.
