following bill; which was referred to the Committee on Foreign Affairs
A BILL
To prohibit the issuance of licenses or other waivers from
sanctions imposed pursuant to certain authorities relat-
ing to the conduct of Iran, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘No Sanctions Relief
4
for Terrorists Act’’.
5
SEC. 2. PROHIBITION ON LICENSES AND WAIVERS.
6
(a) IN GENERAL.—No license or waiver may be
7
granted with respect to any transaction with any foreign
8
person described in subsection (b) unless the President

certifies to the following committees that the foreign per-

sons have ceased their involvement in terrorism:

(1) The Committee on Foreign Affairs and the
3
Committee on Financial Services of the House of
4
Representatives.
5
(2) The Committee on Foreign Relations and
6
the Committee on Banking, Housing, and Urban Af-
7
fairs of the Senate.
8
(b) SANCTIONED PERSONS.—The foreign persons de-
9
scribed in this subsection are all Iranian individuals and
10
entities included, as of January 20, 2021, on the list of
11
specially designated nationals and blocked persons main-
12
tained by the Office of Foreign Assets Control of the De-
13
partment of the Treasury pursuant to Executive Order
14
13224 (66 Fed. Reg. 49079; relating to blocking property
15
and prohibiting transactions with persons who commit,
16
threaten to commit, or support terrorism).

(c) RULE
OF
CONSTRUCTION.—The prohibition
18
under subsection (a) may not be construed to restrict or
19
modify any general license issued by the Office of Foreign
20
Asset Control relating to transactions with persons de-
21
scribed in subsection (b), as in effect on January 20,
22
2021.
