A BILL
To prohibit contributions to the United Nations Green
Climate Fund, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘No Taxpayer Funding
4
for United Nations Green Climate Fund Act’’.
5
SEC. 2. PROHIBITION.
6
(a) IN GENERAL.—Notwithstanding any other provi-
7
sion of law, the Secretary of State—
8
(1) shall withhold from mandatory United
9
States contributions to the United Nations, in each

fiscal year, an amount that represents the same pro-
1
portion to the total United States contribution to the
2
United Nations as the proportion of the United Na-
3
tions budget for such fiscal year that will be made
4
available to the United Nations Green Climate fund
5
in that fiscal year; and
6
(2) may not make any voluntary contribution to
7
the United Nations Green Climate Fund.

(b) AUTOMATIC
RESCISSION.—Amounts withheld
9
from contributions pursuant to the prohibition under sub-
10
section (a)—
11
(1) shall, on the date on which the balance of
12
such United States contribution to the United Na-
13
tions is made, be rescinded; and
14
(2) may not be considered, on or after such
15
date, to be arrears to be repaid to the United Na-
16
tions or to any entity of the United Nations.
