Mr. SMITH of New Jersey, Mr. WILSON of South Carolina, Mr. BABIN,
and Mr. LAMALFA) introduced the following bill; which was referred to
the Committee on Foreign Affairs
A BILL
To provide for the application of sanctions regarding Mahan
Air.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Reinforcing Sanctions
4
on Iranian Terrorists Act’’.

SEC. 2. APPLICATION OF SANCTIONS REGARDING MAHAN
6
AIR.
7
(a) FINDINGS.—Congress finds the following:
8
(1) Mahan Air was added on October 12, 2011,
9
to the Specially Designated Nationals list main-

tained by the Office of Foreign Assets Control of the

Department of the Treasury, freezing its assets
2
under United States jurisdiction and prohibiting
3
transactions with United States parties, pursuant to
4
Executive Order 13224 (September 23, 2001; relat-
5
ing to blocking property and prohibiting transactions
6
with persons who commit, threaten to commit, or
7
support terrorism), which targets terrorists and their
8
supporters.

(2) In announcing additional sanctions against
10
Mahan Air on March 24, 2016, the Department of
11
the Treasury stated that ‘‘Based in Tehran, Iran,
12
Mahan Air has facilitated [Islamic Revolutionary
13
Guards Corps—Qods Force] transportation and
14
arms and funds shipments. Mahan Air also con-
15
tinues to support the Iranian government’s desta-
16
bilizing actions in the region by conducting flights to
17
Syria in order to transport fighters. Mahan Air reg-
18
ularly uses the same aircraft it flies to Syria to fly
19
commercial passenger routes to international des-
20
tinations in Europe, the Middle East, and Asia.’’.
21
(3) Mahan Air reportedly serves the following
22
destinations in Iran: Abadan Airport, Ahvaz Inter-
23
national Airport, Ardabil Airport, Persian Gulf Air-
24
port, Bandar Abbas International Airport, Birjand

(4) The Iran Airports Company, a State-owned
13
enterprise, is the holding and operating company for
14
civilian airports in Iran that facilitates Mahan Air’s
15
operations.
16
(5) Foreign persons that assist in, sponsor, or
17
provide financial, material, or technological support
18
for, or financial or other services to or in support of
19
Mahan Air should be subject to United States sanc-
20
tions pursuant to Executive Order 13224.

(b) DETERMINATION.—
22
(1) IN GENERAL.—Not later than 90 days after
23
the date of the enactment of this section, the Presi-
24
dent shall transmit to the appropriate congressional

committees a determination as to whether to apply

sanctions, in whole or in part, with respect to the
2
Iran Airports Company pursuant to Executive Order
3
13224.
4
(2) FORM.—The determination required by
5
paragraph (1) shall be submitted in unclassified
6
form but may contain a classified annex.
