SHORESIDE INFRASTRUCTURE AND FACILITIES 1 AND INFORMATION TECHNOLOGY. 2 (a) IN GENERAL.—Of the amounts authorized to be 3 appropriated under section 4902(2)(A) of title 14, United 4 States Code— 5 (1) for fiscal year 2024, $36,300,000 is author- 6 ized to modernize the information technology systems 7 of the Coast Guard; and 8 (2) for each of fiscal years 2024 and 2025, 9 $400,000,000 is authorized to fund maintenance, con- 10 struction, and repairs for Coast Guard shoreside in- 11 frastructure. 12 (b) INFORMATION TECHNOLOGY SET-ASIDES.—Of the 13 amounts authorized under subsection (a)(1), $11,000,000 is 14 authorized to fund the acquisition, development, and imple- 15 mentation of a new credentialing system for the merchant 16 mariner credentialing program. 17 (c) SHORESIDE INFRASTRUCTURE.—Of the amounts 18 authorized to be appropriated under section 4902(2)(A) of 19 title 14, United States Code— 20 (1) for the purposes of improvements to facilities 21 at the United States Coast Guard Training Center 22 Cape May in Cape May, New Jersey— 23 (A) for fiscal year 2024— 24 VerDate Sep 11 2014 23:42 Jun 27, 2023 Jkt 039200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6203 E:\BILLS\H2741.RH H2741 kjohnson on DSK79L0C42PROD with BILLS 8 •HR 2741 RH (i) $130,000,000 is authorized to fund 1 the construction of a new indoor multipur- 2 pose recruit training facility; and 3 (ii) $70,000,000 is authorized to fund 4 Phase II of the barracks’ recapitalization; 5 and 6 (B) for fiscal year 2025, $70,000,000 is au- 7 thorized to fund Phase III of the barracks’ re- 8 capitalization; 9 (2) for each of fiscal years 2024 and 2025, 10 $30,000,000 is authorized to fund Phase I construc- 11 tion of a ship handling facility in the United States 12 Coast Guard Yard in Baltimore, Maryland; and 13 (3) for fiscal year 2024, $130,000,000 is author- 14 ized to fund Phase I of waterfront improvements of 15 Coast Guard Base Seattle, including environmental 16 remediation consisting of dredging and structural im- 17 provements to piers and wharfs necessary to complete 18 the expansion of Base Seattle to homeport 3 Polar Se- 19 curity Cutters in Seattle, Washington. 20 SEC. 103. AUTHORIZATION FOR CERTAIN PROGRAMS AND 1 SERVICES. 2 Of the amounts authorized to be appropriated under 3 section 4902(1)(A) of title 14, United States Code, for each 4 of fiscal years 2024 and 2025— 5 (1) $11,978,000 is authorized to fund additional 6 recruiting personnel and offices for the Coast Guard 7 Recruiting Command; and 8 (2) $9,000,000 is authorized to enhance Coast 9 Guard recruiting capabilities. 10 SEC. 105. FISHING VESSEL SAFETY. 11 Section 4502 of title 46, United States Code, is amend- 12 ed— 13 (1) in subsection (i) by striking paragraph (4) 14 and inserting the following: 15 ‘‘(4) AUTHORIZATION OF APPROPRIATIONS.—Out 16 of funds made available under section 4902(1)(A) of 17 title 14, $3,000,000 shall be available for each of fiscal 18 years 2024 and 2025 for grants under this sub- 19 section.’’; and 20 (2) in subsection (j) by striking paragraph (4) 21 and inserting the following: 22 ‘‘(4) AUTHORIZATION OF APPROPRIATIONS.—Out 23 of funds made available under section 4902(1)(A) of 24 title 14, $3,000,000 shall be available for each of fiscal 25 VerDate Sep 11 2014 23:42 Jun 27, 2023 Jkt 039200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6203 E:\BILLS\H2741.RH H2741 kjohnson on DSK79L0C42PROD with BILLS 11 •HR 2741 RH years 2024 and 2025 for grants under this sub- 1 section.’’. 2 SEC. 106. AUTHORIZED LEVELS OF MILITARY STRENGTH 3 AND TRAINING. 4 Section 4904 of title 14, United States Code, is amend- 5 ed— 6 (1) in subsection (a) by striking ‘‘fiscal years 7 2022 and 2023’’ and inserting ‘‘fiscal years 2024 and 8 2025’’; and 9 (2) in subsection (b) by striking ‘‘fiscal years 10 2022 and 2023’’ and inserting ‘‘fiscal years 2024 and 11 2025’’. 12 TITLE II—COAST GUARD 13 SEC. 201. PROHIBITION ON USE OF LEAD SYSTEMS INTE- 14 GRATORS. 15 Section 1105 of title 14, United States Code, is amend- 16 ed by adding at the end the following: 17 ‘‘(c) DEFINITION.—In this section, the term ‘lead sys- 18 tems integrator’ has the meaning given such term in section 19 805(c) of the National Defense Authorization Act for Fiscal 20 Year 2006 (Public Law 109–163).’’. 21 SEC. 202.
