EXEMPTION FOR SLAUGHTER AND PREPARATION 1 OCCURRING AT CUSTOM SLAUGHTER FACILI- 2 TIES. 3 Section 23 of the Federal Meat Inspection Act (21 4 U.S.C. 623) is amended— 5 (1) by redesignating paragraphs (b), (c), and 6 (d) as paragraphs (c), (d), and (e), respectively; 7 (2) by inserting after paragraph (a) the fol- 8 lowing new paragraph: 9 ‘‘(b)(1) The provisions of this title requiring inspec- 10 tion of the slaughter of animals and the preparation of 11 the carcasses, parts thereof, meat and meat food products 12 at establishments conducting such operations for com- 13 merce shall not apply to the slaughtering by any person 14 of animals at a custom slaughter facility, and the prepara- 15 tion at such custom slaughter facility and transportation 16 in commerce of the carcasses, parts thereof, meat and 17 meat food products of such animals if— 18 ‘‘(A) the slaughtering and preparation carried 19 out at such custom slaughter facility is carried out 20 in accordance with the law of the State in which the 21 custom slaughter facility is located; and 22 ‘‘(B) the animals are so slaughtered and the 23 carcasses, parts thereof, meat and meat food prod- 24 ucts of such animals are so prepared exclusively for 25 distribution to— 26 VerDate Sep 11 2014 22:50 May 01, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2814.IH H2814 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 2814 IH ‘‘(i) household consumers within the State; 1 and 2 ‘‘(ii) restaurants, hotels, boarding houses, 3 grocery stores, or other establishments located 4 in such State that— 5 ‘‘(I) are involved in the preparation of 6 meals served directly to consumers; or 7 ‘‘(II) offer meat and meat food prod- 8 ucts for sale directly to consumers in the 9 State. 10 ‘‘(2) For purposes of subparagraph (1), the term 11 ‘State’ means each State of the United States, the District 12 of Columbia, and each territory or possession of the 13 United States.’’; and 14 (3) in paragraph (c) (as redesignated by para- 15 graph (1)), in the second sentence, by striking 16 ‘‘paragraph (b)’’ and inserting ‘‘paragraph (c)’’. 17 SEC. 3.
