A BILL
To establish an integrated research, education, and extension
competitive grant program and scholarship grant pro-
gram for certain Asian American Native American Pa-
cific Islander-serving agricultural institutions, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘AANAPISI Oppor-

tunity Act’’.

SEC. 2. GRANT PROGRAMS SUPPORTING CERTAIN ASIAN

(a) INTEGRATED RESEARCH, EDUCATION, AND EX-
5
TENSION
COMPETITIVE
GRANTS
PROGRAM
ESTAB-

LISHED.—
7
(1) COMPETITIVE GRANTS AUTHORIZED.—Sub-
8
ject to the availability of appropriations to carry out
9
this section, the Secretary may award grants to cov-
10
ered institutions on a competitive basis for inte-
11
grated agricultural research, education, and exten-
12
sion projects in accordance with this subsection.
13
(2) CRITERIA FOR GRANTS.—Grants under this
14
subsection shall be awarded to address priorities in
15
United States agriculture, as determined by the Sec-
16
retary in consultation with experts in Asian Amer-
17
ican Native American Pacific Islander agricultural
18
issues, that involve integrated research, extension,
19
and education activities.
20
(3) MATCHING FUNDS REQUIREMENT.—
21
(A) IN
GENERAL.—Subject to subpara-
22
graph (C), with respect to a grant under this
23
subsection that provides a particular benefit to
24
a priority area specified in section 2(b)(2) of
25
the Competitive, Special, and Facilities Re-

search Grant Act (7 U.S.C. 3157(b)(2)), the re-
1
cipient of the grant shall provide non-Federal
2
matching funds (including funds from an agri-
3
cultural commodity promotion, research, and in-
4
formation program) equal to 50 percent of the
5
amount of the grant.

(B)
IN-KIND
SUPPORT.—Non-Federal
7
matching funds described in subparagraph (A)
8
may include in-kind support.
9
(C) WAIVER.—The Secretary may waive
10
the matching funds requirement under subpara-
11
graph (A) with respect to a grant if the Sec-
12
retary determines that—
13
(i) the results of the grant are of a
14
particular benefit to a specific agricultural
15
commodity, but those results are likely to
16
be applicable to agricultural commodities
17
generally; or
18
(ii)(I) the grant—
19
(aa) the recipient is unable to
20
satisfy the matching funds require-
21
ment;
22
(bb) involves a minor commodity;

and

(cc) deals with scientifically im-

portant research; and
2
(II) the recipient is unable to satisfy
3
the matching funds requirement.

(4) TERM OF GRANT.—A grant under this sec-
5
tion shall have a term of not more than 5 years.

(b)
SCHOLARSHIP
GRANT
PROGRAM
ESTAB-
7
LISHED.—
8
(1) IN GENERAL.—The Secretary shall make
9
grants to each covered institution for purposes of
10
awarding scholarships to individuals who—
11
(A) have been accepted for admission at
12
such covered institution;
13
(B) will be enrolled at such covered institu-
14
tion not later than one year after the date of
15
such acceptance; and
16
(C) intend to pursue a career in agri-
17
culture, including in the agricultural disciplines
18
of business, management, economics, engineer-
19
ing, mechanics, production, technology, agron-
20
omy, crop science, animal science, botany, food
21
science, forestry, home economics, nutrition,
22
horticulture, natural resources management,
23
soil conservation, soil science, farm and range
24
management, non-medical biological sciences,

pre-veterinary medicine, computer science, and
1
such other disciplines as the Secretary deter-
2
mines appropriate.

(2) CONDITION.—The Secretary may only
4
award a grant under this subsection to a covered in-
5
stitution if the Secretary determines that such cov-
6
ered institution has established a competitive schol-
7
arship awards process for the award of scholarships
8
to individuals described in paragraph (1).
9
(c) REPORT.—Beginning on the date that is two
10
years after the date of the enactment of this Act, and
11
every two years thereafter, the Secretary shall submit to
12
the Committee on Agriculture of the House of Representa-
13
tives and the Committee on Agriculture, Nutrition, and
14
Forestry of the Senate a report detailing—
15
(1) the amount of funds provided to each cov-
16
ered institution under subsections (a) and (b);
17
(2) the number of grants awarded under sub-
18
section (a) each fiscal year and the amount of each
19
such grant; and
20
(3) the number of scholarships awarded under
21
each grant under subsection (b) each fiscal year and
22
the amount of each such scholarship.

(d) DEFINITIONS.—In this section:

(1) COVERED
INSTITUTION.—The term ‘‘cov-
1
ered institution’’ means a community college, college,
2
or university—
3
(A) that has, at the time of an application
4
for a grant under this section, a student body
5
consisting of at least 10 percent Asian Amer-
6
ican Native American Pacific Islander students;
7
and
8
(B) that offers associate, bachelors, or
9
other accredited degree programs in agri-
10
culture-related fields.

(2) SECRETARY.—The term ‘‘Secretary’’ means
12
the Secretary of Agriculture.
