Ms. CORTEZ MASTO (for herself and Mr. MORAN) introduced the following
bill; which was read twice and referred to the Committee on Small Busi-
ness and Entrepreneurship
A BILL
To require the Administrator of the Small Business Adminis-
tration to provide awards to recognize State and local
governments that improve the process of forming a new
business, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Supporting New En-
4
trepreneurs and Workers By Undoing and Streamlining
5
Inhibitors to Nascent Enterprises through Supporting
6
Successful Efficiency Solutions Act’’ or the ‘‘Supporting
7
NEW BUSINESSES Act’’.

SEC. 2. AWARDS FOR STREAMLINING THE PROCESS OF

BUSINESS FORMATION.
2
(a) IN GENERAL.—The Small Business Act (15
3
U.S.C. 631 et seq.) is amended—
4
(1) by redesignating section 49 (15 U.S.C. 631
5
note) as section 50; and
6
(2) by inserting after section 48 (15 U.S.C.
7
657u) the following:

‘‘SEC. 49. AWARDS FOR STREAMLINING THE PROCESS OF
9
BUSINESS FORMATION.
10
‘‘(a) IN GENERAL.—The Administrator shall, on an
11
annual basis, provide 3 awards to recognize State and
12
local governments that implement innovative and effective
13
policies or tools to streamline processes related to the for-
14
mation of small business concerns in their communities,
15
of which—
16
‘‘(1) 1 award shall be provided to a State or
17
local government that represents a community of not
18
less than 400,000 individuals;
19
‘‘(2) 1 award shall be provided to a State or
20
local government that represents a community of not
21
less than 100,000 and less than 400,000 individuals;
22
and
23
‘‘(3) 1 award shall be provided to a State or
24
local government that represents a community of
25
less than 100,000 individuals.

‘‘(b) APPLICATION.—A State or local government
1
seeking an award under subsection (a) shall submit to the
2
Administrator an application at such time, containing
3
such information, and in such manner as the Adminis-
4
trator may require.
5
‘‘(c) CONSIDERATIONS.—In providing an award
6
under subsection (a), the Administrator shall consider
7
whether a State or local government streamlined the proc-
8
ess described in subsection (a) by—
9
‘‘(1) streamlining or reducing redundancies in
10
paperwork, forms, or other written or online docu-
11
ments required to form a small business concern;
12
‘‘(2) consolidating resources available to individ-
13
uals looking to form a small business concern, such
14
as through the creation of user-friendly online por-
15
tals;
16
‘‘(3) reducing duplication or inconsistencies in
17
requirements between overlapping jurisdictions; or
18
‘‘(4) innovatively making necessary procedures
19
more streamlined or efficient.’’.
