vessels, and medium and heavy duty transportation vehicles, and for
other purposes.

mittee on Transportation and Infrastructure, and in addition to the Com-
mittees on Energy and Commerce, and Science, Space, and Technology,
for a period to be subsequently determined by the Speaker, in each case
for consideration of such provisions as fall within the jurisdiction of the
committee concerned
A BILL
To provide for coordination between Federal agencies regard-
ing the decarbonization, development, certification, and
deployment of aircraft, vessels, and medium and heavy
duty transportation vehicles, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Transportation Inno-
4
vation Coordination Act’’.

SEC. 2. ADDITIONAL DUTIES OF THE JOINT OFFICE OF EN-
1
ERGY AND TRANSPORTATION.

In paragraph (2) in the matter under the heading
3
‘‘Department of Transportation-Federal Highway Admin-
4
istration’’ in title VIII of division J of the Infrastructure
5
Innovation and Jobs Act (Public Law 117–58) is amend-
6
ed—
7
(1) in the twenty-sixth proviso by striking ‘‘and
8
(9)’’ and inserting ‘‘(9) developing technical assist-
9
ance and best practices for the deployment of EV
10
charging and hydrogen fueling in community based
11
locations that support local EV use, including parks,
12
multi-family housing, employment centers, commu-
13
nity centers, shopping centers, and parking lots;
14
(10) in conjunction with Federal agencies with juris-
15
diction over broadband policy including the Depart-
16
ment of Commerce, National Telecommunications
17
and Information Administration, and Federal Com-
18
munications Commission, developing technical assist-
19
ance and best practices for reducing the cost and ac-
20
celerating the deployment of broadband infrastruc-
21
ture by minimizing the number and scale of repeated
22
excavations for the installation and maintenance of
23
broadband conduit or broadband infrastructure in
24
rights-of-way where transportation projects are
25
planned or underway; and (11)’’;

(2) in the thirty-third proviso by striking the

semicolon and inserting a colon; and
2
(3) by adding at the end the following: ‘‘Pro-
3
vided further, that the Joint Office shall, in addition
4
to the other duties listed in this paragraph, study,
5
plan, coordinate, and implement issues of joint con-
6
cern between the two agencies with respect to air-
7
craft and airport decarbonization including at a min-
8
imum: (1) research and technical assistance related
9
to the development, certification, operation, and
10
maintenance of sustainable aircraft, including elec-
11
tric propulsion aircraft, medium and heavy duty
12
transportation vehicles, and relevant equipment, in-
13
cluding cargo handling equipment, buses, and ride-
14
share vehicles, refueling and charging infrastructure,
15
alternative sustainable low-carbon fuels including
16
sustainable aviation fuels, biofuels, clean hydrogen,
17
methanol and ammonia, and associated technologies
18
critical to their deployment; (2) data sharing with
19
respect to the installation, maintenance, and utiliza-
20
tion of charging and refueling infrastructure at air-
21
ports; (3) development and deployment of workforce
22
training programs related to the development, con-
23
struction, and maintenance of aircraft, port equip-
24
ment, and charging and refueling infrastructure; (4)

transition from leaded fuel usage by commmercial

and general aviation; and (5) any other issues that
2
the Secretary of Transportation and the Secretary
3
identify as issues of joint interest: Provided further,
4
that the Joint Office shall coordinate with Depart-
5
ment of Transportation and Department of Energy
6
offices
with
jurisdiction
over
aviation
7
decarbonization, including the Department of Trans-
8
portation Federal Aviation Administration, and the
9
Department of Energy’s Bioenergy Technology Of-
10
fice, Hydrogen and Fuel Cell Technologies Office,
11
and Vehicle Technologies Office, as well as with
12
other Federal agencies with jurisdiction including
13
the Environmental Protection Agency, the National
14
Aeronautics and Space Administration, the Depart-
15
ment of Defense, including the Air Force and Space
16
Force, and the Department of Agriculture, to
17
streamline and coordinate efforts to reduce aero-
18
space emissions: Provided further, that the Joint Of-
19
fice shall, in addition to the other duties listed in
20
this paragraph, study, plan, coordinate, and imple-
21
ment issues of joint concern between the two agen-
22
cies with respect to low or zero emissions vessels and
23
ports, including at a minimum: (1) research and
24
technical assistance related to the development, cer-

tification, operation, and maintenance of low or zero
1
emission vessels, medium and heavy duty transpor-
2
tation vehicles, and relevant port equipment, refuel-
3
ing and charging infrastructure, power supply and
4
distribution infrastructure, alternative sustainable
5
low-carbon fuels and fueling infrastructure including
6
biofuels, clean hydrogen, methanol and ammonia,
7
and associated technologies critical to their deploy-
8
ment; (2) data sharing with respect to the installa-
9
tion, operation, maintenance, and utilization of
10
charging and refueling infrastructure at ports and
11
freight facilities; (3) development and deployment of
12
workforce training programs related to the develop-
13
ment, construction, and maintenance of vessels,
14
equipment, and charging and refueling infrastruc-
15
ture; (4) the development and establishment of green
16
maritime corridors, including for shipping and
17
cruises; and (5) any other issues that the Secretary
18
of Transportation and the Secretary identify as
19
issues of joint interest: Provided further, that the
20
Joint Office shall coordinate with Department of
21
Transportation and Department of Energy offices
22
with
jurisdiction
over
maritime
transportation
23
decarbonization, including the Department of Trans-
24
portation Federal Maritime Administration, and the

Hydrogen and Fuel Cell Technologies Office, Water

Power Technologies Office, and Vehicle Technologies
4
Office, as well as with other federal agencies with ju-
5
risdiction including the Department of State, the
6
Environmental Protection Agency, the Department
7
of Defense, including the Navy, and the Coast
8
Guard to streamline and coordinate efforts to reduce
9
maritime emissions: Provided further, (1) The Office,
10
in conjunction with the Department of State and the
11
aforementioned agencies, shall provide a report to
12
Congress identifying barriers to decarbonization of
13
maritime vessels, including fueling availability and
14
cost differential, technology research and develop-
15
ment needs, vehicle availability, international co-
16
operation, and other barriers not later than 180
17
days after enactment: (2) The Office, in conjunction
18
with the aforementioned agencies, shall provide a re-
19
port to Congress with an analysis of economic and
20
financial measures required to address barriers and
21
increase zero emissions technology, infrastructure
22
and clean fuels development, deployment, adoption
23
and end use: Provided further, that the Joint Office
24
shall coordinate with Department of Transportation

portation Federal Highways Administration, Na-
4
tional Highway Traffic Safety Administration, and
5
Federal Motor Carrier Safety Administration, and
6
the Department of Energy’s Bioenergy Technology
7
Office, Hydrogen and Fuel Cell Technologies Office,
8
and Vehicle Technologies Office, as well as other
9
federal agencies with jurisdiction over medium and
10
heavy duty transportation decarbonization, including
11
the Environmental Protection Agency and Depart-
12
ment of Homeland Security, to streamline and co-
13
ordinate efforts to reduce emissions for freight
14
transportation.

‘‘(A) The Office shall provide a report to
16
Congress identifying barriers to decarbonization
17
of medium and heavy duty road transportation,
18
including charging and fueling availability, tech-
19
nology research and development needs, vehicle
20
availability, battery and component cost and
21
supply constraints, potential regulatory impedi-
22
ments such as vehicle weight allowance and
23
treatment of near-zero emissions technologies,

and other barriers not later than 180 days after

‘‘(B) The Joint Office shall develop tech-
3
nical assistance, and support research to sup-
4
port the decarbonization of medium and heavy
5
duty trucks and other freight transportation
6
equipment and operations. The Joint Office
7
shall support research, planning, and funding
8
for charging and fueling infrastructure that
9
supports medium and heavy duty vehicle elec-
10
trification including high-powered charging de-
11
pots, hydrogen fueling infrastructure, grid reli-
12
ability solutions, smart charge management,
13
and distributed energy resources, including in-
14
tegration with on-site energy storage and re-
15
newable energy generation.
16
‘‘(C) The Joint Office shall identify and
17
support the development and deployment of al-
18
ternative sustainable low-carbon fuels including
19
biofuels, clean hydrogen, methanol, and ammo-
20
nia, and associated powertrain technologies, in-
21
cluding batteries, fuel cells, and hydrogen inter-
22
nal combustion engines.

Provided further, That the Joint Office of Energy and
24
Transportation shall identify and prioritize technical as-

sistance, research, workforce development, and funding
1
opportunities for industry education and outreach pro-
2
grams to support the decarbonization of commercial motor
3
vehicles and fleets transitioning to electric vehicles. (A)
4
The Joint Office shall identify opportunities to support the
5
wide scale adoption of zero- and near-zero emission vehi-
6
cles in fleets, including identifying tools, resources, and
7
funding to help fleet owners and operators transition to
8
ZEV. (B) The Joint Office shall coordinate with stake-
9
holders, including administrators of State grant programs,
10
truck and engine manufacturers, trucking fleets, State
11
trucking associations, electric ride hail providers, electric
12
carshare operators, Clean Cities coalitions, Tribal nations,
13
and PUCs, to identify opportunities to advance electrifica-
14
tion and decarbonization of medium and heavy duty vehi-
15
cles: Provided further, that the Joint Office of Energy and
16
Transportation shall develop pathways, and provide rec-
17
ommendations to Congress as necessary, to ensure avail-
18
ability of low or zero emissions vehicles, vessels, and equip-
19
ment critical to decarbonizing the transportation sector
20
that are compliant with federal requirements for domestic
21
sourcing: Provided further, that there are authorized to be
22
appropriated for each of fiscal years 2024 through 2032
23
such sums as are necessary to carry out this section.’’.
