A BILL
To require the Administrator of the Federal Aviation Admin-
istration to issue regulations that establish minimum re-
quirements for aviation enterprise resource planning sys-
tems, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Flightmare Prevention
4
Act of 2023’’.

SEC. 2. MINIMUM REQUIREMENTS FOR AVIATION INFOR-

MATION TECHNOLOGY SYSTEMS.

(a) IN GENERAL.—Not later than 1 year after the
3
date of enactment of this Act, the Administrator of the
4
Federal Aviation Administration shall issue regulations
5
that establish minimum requirements for aviation enter-
6
prise resource planning systems that are—
7
(1) used by air carriers operating interstate air
8
transportation or intrastate air transportation; and
9
(2) necessary for the safety of passengers.
10
(b) DEFINITIONS.—In this section:
11
(1) AVIATION
ENTERPRISE
RESOURCE
PLAN-
12
NING SYSTEM.—The term ‘‘aviation enterprise re-
13
source planning system’’ means a technology system
14
or software used by air carriers for operational man-
15
agement, including for—
16
(A) crew planning;
17
(B) crew communication;
18
(C) building daily, monthly, and annual
19
flight schedules;
20
(D) making changes to flight paths; and
21
(E) other purposes, as determined by the
