To authorize Department of Veterans Affairs health care
providers to provide recommendations and opinions to
veterans regarding participation in State marijuana pro-
grams.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Veterans Equal Access
4
Act’’.

FAIRS HEALTH CARE PROVIDERS OF REC-

OMMENDATIONS AND OPINIONS REGARDING

VETERAN PARTICIPATION IN STATE MARI-

JUANA PROGRAMS.

(a) IN GENERAL.—Notwithstanding any other provi-
6
sion of law, the Secretary of Veterans Affairs shall author-
7
ize physicians and other health care providers employed
8
by the Department of Veterans Affairs to—
9
(1) provide recommendations and opinions to
10
veterans who are residents of States with State
11
marijuana programs regarding the participation of
12
veterans in such State marijuana programs; and
13
(2) complete forms reflecting such recommenda-
14
tions and opinions.

(b) STATE DEFINED.—In this section, the term
16
‘‘State’’ means each of the several States, the District of
17
Columbia, the Commonwealth of Puerto Rico, any terri-
18
tory or possession of the United States, and each federally
19
recognized Indian Tribe.
