A BILL
To amend the Higher Education Act of 1965 to repeal
the suspension of eligibility for grants, loans, and work
assistance for drug-related offenses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββStopping Unfair Col-

lateral Consequences from Ending Student Success Actββ
5
or the ββSUCCESS Actββ.

SEC. 2. REPEAL OF SUSPENSION OF ELIGIBILITY UNDER

THE HIGHER EDUCATION ACT OF 1965 FOR
2
GRANTS, LOANS, AND WORK ASSISTANCE FOR

DRUG-RELATED OFFENSES.

(a) REPEAL.βSubsection (r) of section 484 of the
5
Higher Education Act of 1965 (20 U.S.C. 1091(r)) is re-
6
pealed.
7
(b) REVISION OF FAFSA FORM.βSection 483 of the
8
Higher Education Act of 1965 (20 U.S.C. 1090) is
9
amended by adding at the end the following:
10
ββ(i) CONVICTIONS.βThe Secretary shall not include
11
any question about the conviction of an applicant for the
12
possession or sale of illegal drugs on the FAFSA (or any
13
other form developed under subsection (a)).ββ.

(c) CONFORMING AMENDMENTS.βThe Higher Edu-
15
cation Act of 1965 is amendedβ
