QUALIFIED AREAWIDE INTEGRATED PEST MANAGE- 1 MENT PROJECTS. 2 (a) QUALIFIED AREAWIDE INTEGRATED PEST MAN- 3 AGEMENT PROJECTS.—Section 406 of the Agricultural 4 Research, Extension, and Education Reform Act of 1998 5 (7 U.S.C. 7626) is amended— 6 (1) in subsection (a)— 7 (A) by inserting ‘‘, acting through the Di- 8 rector of the National Institute of Food and 9 Agriculture,’’ after ‘‘Secretary of Agriculture’’; 10 and 11 (B) by inserting ‘‘and qualified areawide 12 integrated pest management projects’’ before 13 the period at the end; 14 (2) in subsection (b)— 15 (A) by inserting ‘‘, acting through the Di- 16 rector of the National Institute of Food and 17 Agriculture,’’ after ‘‘Secretary’’; and 18 (B) by inserting ‘‘and qualified areawide 19 integrated pest management projects’’ after 20 ‘‘extension projects’’; 21 (3) in subsection (e), by adding at the end the 22 following new sentence: ‘‘With respect to a grant 23 under this section providing funding for a qualified 24 areawide integrated pest management project, the 25 Secretary may renew such grant for an additional 26 VerDate Sep 11 2014 22:12 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8887.IH H8887 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 8887 IH term of a duration to be determined by the Sec- 1 retary.’’; 2 (4) by redesignating subsections (e) and (f) as 3 subsections (i) and (j), respectively; 4 (5) by inserting after subsection (d) the fol- 5 lowing new subsections: 6 ‘‘(e) GRANTS PROVIDING FUNDING FOR QUALIFIED 7 AREAWIDE PEST MANAGEMENT PROJECTS.— 8 ‘‘(1) IN GENERAL.—An entity seeking a grant 9 under this section providing funding for a qualified 10 areawide integrated pest management project shall 11 submit to the Secretary an application at such time 12 and in such manner and that contains such informa- 13 tion as the Secretary may require, including detailed 14 information on— 15 ‘‘(A) the goals of the project; 16 ‘‘(B) any individuals or entities involved in 17 the project; 18 ‘‘(C) the projected benefits of the project; 19 ‘‘(D) details of the membership of the com- 20 mittee described in subsection (f)(2); 21 ‘‘(E) how the project may be continued 22 after grant funds are no longer available for 23 such project; and 24 VerDate Sep 11 2014 22:12 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H8887.IH H8887 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 8887 IH ‘‘(F) an analysis of the return on invest- 1 ment for the grant funds awarded to fund the 2 project. 3 ‘‘(2) REQUESTS FOR APPLICATIONS.— 4 ‘‘(A) DEVELOPMENT OF REQUESTS FOR 5 APPLICATIONS.—The Secretary shall, in con- 6 sultation with the integrated pest management 7 committee established under section 1408C and 8 other relevant stakeholders, develop requests for 9 applications for qualified areawide integrated 10 pest management projects that are consistent 11 with the priorities established by such com- 12 mittee under such section. 13 ‘‘(B) ISSUANCE.—The Secretary shall so- 14 licit proposals for qualified areawide integrated 15 pest management projects under this section by 16 issuing requests for applications on an annual 17 basis. The Secretary may not select new 18 projects to receive funding through a grant 19 under this section if, on the date on which the 20 request is issued, there is not sufficient funding 21 available to fund projects that, as of such date, 22 are not complete and with respect to which 23 grants were awarded under this section for the 24 previous year. 25 VerDate Sep 11 2014 22:12 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H8887.IH H8887 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 8887 IH ‘‘(3) SELECTION.— 1 ‘‘(A) IN GENERAL.—The Secretary shall, 2 using a peer-review process, select qualified 3 areawide integrated pest management projects 4 to receive funding through a grant under this 5 section. 6 ‘‘(B) LEAD ENTITY.—In selecting projects 7 under subparagraph (A), the Secretary shall 8 designate the college or university or other enti- 9 ty referred to in subsection (b) submitting the 10 application for such project as the lead entity 11 for the project. 12 ‘‘(4) CONDITION.—As a condition of receiving a 13 grant under this section providing funding for a 14 qualified areawide integrated pest management 15 project, the college or university or other entity re- 16 ferred to in subsection (b) that is the recipient of 17 the grant shall— 18 ‘‘(A) certify to the Secretary that the re- 19 cipient will be carrying out the project in col- 20 laboration with— 21 ‘‘(i) the Agricultural Research Service 22 of the Department of Agriculture through 23 a subcontractual arrangement; 3 ‘‘(II) a State department of agri- 4 culture; 5 ‘‘(III) another Federal agency; 6 ‘‘(IV) a State or a regional entity 7 representing a crucial element of the 8 project, such as a State department of 9 natural resources; and 10 ‘‘(V) a nongovernmental organi- 11 zation; 12 ‘‘(B) certify that the recipient will transfer 13 the appropriate amount of funds to all entities 14 involved in the project so that research, exten- 15 sion, and education activities carried out under 16 the project are funded as needed; 17 ‘‘(C) in cooperation with the Secretary, co- 18 ordinate efforts conducted by all entities in- 19 volved in the project; and 20 ‘‘(D) prepare and submit annual and final 21 reports to the Secretary with respect to the 22 project. 23 ‘‘(f) ONGOING AREAWIDE INTEGRATED PEST MAN- 24 AGEMENT PROJECTS.—The requirements of subsection (e) 25 VerDate Sep 11 2014 21:43 Dec 19, 2020 Jkt 019200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H8887.IH H8887 pamtmann on DSKBC07HB2PROD with BILLS 7 •HR 8887 IH shall not apply with respect to a grant providing funding 1 for integrated agricultural research, education, and exten- 2 sion projects related to integrated pest management 3 awarded before the date of the enactment of the Areawide 4 Integrated Pest Management Act of 2020. 5 ‘‘(g) IPM TRAINING.—In carrying out this section, 6 the Secretary of Agriculture, acting through the Director 7 of the National Institute of Food and Agriculture, shall 8 provide funding to the IPM3 Training Consortium to pro- 9 vide training that is web-based or approved by the Insti- 10 tute on areawide integrated pest management projects to 11 growers, land managers, and Federal agency personnel to 12 enhance the adoption and implementation of such projects. 13 ‘‘(h) QUALIFIED AREAWIDE INTEGRATED PEST 14 MANAGEMENT PROJECT DEFINED.—In this section: 15 ‘‘(1) The term ‘areawide integrated pest man- 16 agement project’ means a project that is designed 17 and implemented on a landscape scale or larger— 18 ‘‘(A) to prevent the spread of pests and 19 invasive species through prevention, avoidance, 20 monitoring, and suppression; 2 ‘‘(D) where appropriate, to manage pests 3 and invasive species using biologically based 4 controls; or 5 ‘‘(E) where appropriate, to manage pests 6 using chemical controls, such as pesticides. 7 ‘‘(2) The term ‘qualified areawide integrated 8 pest management project’ means an areawide inte- 9 grated pest management project that— 10 ‘‘(A) provides for significant benefits (as 11 determined by the Secretary) for the preven- 12 tion, eradication, or management of pests and 13 invasive species; 14 ‘‘(B) provides for economic and environ- 15 mental benefits to agriculture, individuals, wild- 16 life, and the environment; 17 ‘‘(C) addresses the annual priorities estab- 18 lished by the integrated pest management com- 19 mittee established under section 1408C; and 2 ‘‘(F) provides for the active involvement of 3 the cooperative extension services (as defined in 4 section 1404 of the National Agricultural Re- 5 search, Extension, and Teaching Policy Act of 6 1977 (7 U.S.C. 3103)) to translate the results 7 of the research conducted under the project into 8 practical information and pest management 9 tools for purposes of sharing such results with 10 farmers, foresters, and producers.’’; and 11 (6) in subsection (i) (as so redesignated), by 12 striking ‘‘2018’’ and inserting ‘‘2023’’. 13 (b) AREAWIDE INTEGRATED PEST MANAGEMENT 14 COMMITTEE.— 15 (1) IN GENERAL.—The National Agricultural 16 Research, Extension, and Teaching Policy Act of 17 1977 is amended by inserting after section 1408B (7 18 U.S.C. 3123B) the following new section: 19 ‘‘SEC. 1408C. AREAWIDE INTEGRATED PEST MANAGEMENT 20 COMMITTEE. 21 ‘‘(a) ESTABLISHMENT.—Not later than 90 days after 22 the date of the enactment of this section, the executive 23 committee of the Advisory Board shall establish and ap- 24 VerDate Sep 11 2014 22:12 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H8887.IH H8887 pamtmann on DSKBC07HB2PROD with BILLS 10 •HR 8887 IH point the initial members of a permanent areawide inte- 1 grated pest management committee. 2 ‘‘(b) DUTIES.—The permanent areawide integrated 3 pest management committee shall, with respect to 4 areawide integrated pest management programs, activi- 5 ties, or projects carried out by the Secretary of Agri- 6 culture— 7 ‘‘(1) consider stakeholder feedback; and 8 ‘‘(2) determine the annual and long-term prior- 9 ities for such programs, activities, or projects. 10 ‘‘(c) MEMBERS.— 11 ‘‘(1) ELIGIBILITY.—Individuals who are not 12 members of the Advisory Board may be appointed as 13 members of the areawide integrated pest manage- 14 ment committee. 15 ‘‘(2) COMPOSITION.—The areawide integrated 16 pest management committee shall be composed of 17 the following: 18 ‘‘(A) Three ex officio members consisting 19 of the following individuals: 20 ‘‘(i) The Senior Invasive Species Coor- 21 dinator of the Department of Agriculture. 22 ‘‘(ii) The National Program Leader 23 for Bio-based Pest Management of the Na- 24 tional Institute of Food and Agriculture. 25 VerDate Sep 11 2014 22:12 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H8887.IH H8887 pamtmann on DSKBC07HB2PROD with BILLS 11 •HR 8887 IH ‘‘(iii) The National Program Leader 1 for the Invasive Pests of Crops of the Agri- 2 cultural Research Service. 3 ‘‘(B) Nine voting members, representing 4 stakeholder groups with experience in areawide 5 research programs carried out by Federal, 6 State, or private entities, to be appointed by the 7 Secretary.’’. 8 (2) COMPENSATION.—Section 1413(b) of the 9 National Agricultural Research, Extension, and 10 Teaching Policy Act of 1977 (7 U.S.C. 3128(b)) is 11 amended to read as follows: 12 ‘‘(b)(1) Subject to paragraphs (2) and (3), members 13 of the Advisory Board who are not otherwise officers or 14 employees of the United States shall serve without com- 15 pensation. 16 ‘‘(2) Members of the Advisory Board who are mem- 17 bers of the areawide integrated pest management com- 18 mittee established under section 1408C and who are not 19 otherwise officers or employees of the United States may 20 receive compensation for serving on the committee. 21 ‘‘(3) Members of the Advisory Board and members 22 of the areawide integrated pest management committee es- 23 tablished under section 1408C shall, while away from their 24 homes or regular places of business in the performance 25 VerDate Sep 11 2014 22:12 Dec 15, 2020 Jkt 019200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\H8887.IH H8887 pamtmann on DSKBC07HB2PROD with BILLS 12 •HR 8887 IH of services under this title, be allowed travel expenses, in- 1 cluding per diem in lieu of subsistence, in the same man- 2 ner as persons employed intermittently in the Government 3 service are allowed expenses under sections 5701 through 4 5707 of title 5, United States Code.’’. 5 SEC. 3.
