A BILL
To establish a grant program to map optimal locations for
electric vehicle charging stations and the derived demand
for electricity, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Electric Vehicle Mobil-
4
ity Area Planning Act’’ or the ‘‘EV MAP Act’’.
5
SEC. 2. DEFINITIONS.
6
In this Act:

(1) ELIGIBLE ENTITY.—The term ‘‘eligible enti-
8
ty’’ means—

(A) a college or university;
1
(B) a nonprofit entity;
2
(C) an electric cooperative;
3
(D) a political subdivision of a State, in-
4
cluding a municipally owned electric utility and
5
an agency, authority, corporation, or instrumen-
6
tality of a State;
7
(E) a tribally owned electric utility, an
8
agency, authority, corporation, or instrumen-
9
tality of an Indian Tribe;
10
(F) an investor-owned electric utility; or
11
(G) a private entity.

(2) ELECTRIC
VEHICLE.—The term ‘‘electric
13
vehicle’’ means a vehicle that is powered primarily
14
by an electric motor drawing current from recharge-
15
able batteries, including battery electric vehicles and
16
plug-in hybrid vehicles.

(3) ELECTRIC VEHICLE CHARGING STATION.—
18
The term ‘‘electric vehicle charging station’’ means
19
vehicle supply equipment that provides electric cur-
20
rent to recharge electric vehicles, including AC or
21
DC charging capabilities, at a location that is—
22
(A) a multiunit housing structure;
23
(B) a workplace;
24
(C) a commercial location; or

(D) open to the public for a minimum of
1
12 hours per day.

(4) INDIAN TRIBE.—The term ‘‘Indian Tribe’’
3
has the meaning given the term in section 4(e) of
4
the Indian Self-Determination and Education Assist-
5
ance Act (25 U.S.C. 5304(e)).
6
(5) SECRETARY.—The term ‘‘Secretary’’ means
7
the Secretary of Energy.

SEC. 3. ELECTRIC VEHICLE CHARGING STATION MAPPING
9
PROGRAM.
10
(a) IN GENERAL.—Not later than 180 days after the
11
date of the enactment of this Act, the Secretary shall es-
12
tablish a program to provide grants to eligible entities and
13
partnerships of eligible entities to carry out activities de-
14
scribed in subsection (c) in order to determine where elec-
15
tric vehicle charging stations will be needed to meet the
16
current and future needs of electric vehicle drivers in the
17
5-year period following receipt of the grant, and to help
18
guide future investments for electric vehicle charging sta-
19
tions.

(b) APPLICATION.—To be eligible to receive a grant
21
under the program established under subsection (a), an
22
eligible entity, or partnership of eligible entities, shall sub-
23
mit to the Secretary an application at such time, in such

manner, and containing such information as the Secretary

may require.

(c) USE OF GRANT.—An eligible entity, or partner-
3
ship of eligible entities, may use a grant received under
4
subsection (a), with respect to an area in the United
5
States specified by the eligible entity or partnership of eli-
6
gible entities, to—
7
(1) evaluate locations of current electric vehicle
8
owners, and potential locations of electric vehicle
9
owners during the 5-year period following receipt of
10
the grant, in the specified area, based on data such
11
as regional commute and travel patterns;
12
(2) evaluate estimated current commute and
13
travel patterns, and commute and travel patterns
14
during the 5-year period following receipt of the
15
grant, of electric vehicles in the specified area;
16
(3) estimate the current electricity usage, and
17
the electricity usage during the 5-year period fol-
18
lowing receipt of the grant, required to serve electric
19
vehicle charging stations in the specified area;
20
(4) develop a map identifying concentrations of
21
electric vehicle charging stations to meet the needs
22
of current and future electric vehicle drivers in the
23
specified area, based on data such as regional com-
24
mute and travel patterns;

(5) estimate the future need for electric vehicle

charging stations in the specified area to support the
2
adoption and use of electric vehicles in shared mobil-
3
ity solutions, such as micro-transit and transpor-
4
tation network companies; or
5
(6) develop a tool to allow a city, county, or
6
other local agency to compare and evaluate different
7
adoption and use scenarios for electric vehicles and
8
electric vehicle charging stations, with the ability to
9
adjust factors to account for locally and regionally
10
specific characteristics.

SEC. 4. AUTHORIZATION OF APPROPRIATIONS.

(a) IN GENERAL.—There is authorized to be appro-
13
priated to carry out this Act $2,000,000 for each of fiscal
14
years 2021 through 2026.
15
(b) ADMINISTRATIVE COSTS.—Not more than 5 per-
16
cent of the amount appropriated under subsection (a) for
17
each fiscal year shall be used for administrative expenses.
