A BILL
To authorize the Secretary of Veterans Affairs to transfer
certain coronavirus aid and relief funds to various ac-
counts of the Department of Veterans Affairs, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AUTHORITY TO TRANSFER CERTAIN UNOBLI-

GATED BALANCES TO CERTAIN ACCOUNTS
4
OF THE DEPARTMENT OF VETERANS AF-
5
FAIRS.

(a) IN GENERAL.—Subject to subsection (b), of the
7
unobligated balances available to the Department of Vet-

erans Affairs from title X of division B of the Coronavirus

Aid, Relief, and Economic Security Act (Public Law 116–
2
136) for ‘‘Veterans Health Administration, Medical Serv-
3
ices’’, the Secretary of Veterans Affairs may transfer
4
amounts to the following accounts in the amounts speci-
5
fied:
6
(1) General Operating Expenses, Veterans Ben-
7
efits Administration, up to $198,000,000.
8
(2) Departmental Administration, Information
9
Technology Systems, up to $45,000,000.
10
(b) REQUIREMENTS.—
11
(1) EDUCATION.—Amounts transferred under
12
subsection (a) shall be used to prevent, prepare for,
13
and respond to coronavirus, domestically or inter-
14
nationally, to improve the education systems of the
15
Veterans Benefits Administration, including—
16
(A) implementation of changes to pro-
17
grams and activities under chapters 30 through
18
36 of title 38, United States Code, that are car-
19
ried out pursuant to the Harry W. Colmery
20
Veterans Educational Assistance Act of 2017
21
(Public Law 115–48);
22
(B) carrying out Public Law 116–128; and

(C) carrying out the Student Veteran

Coronavirus Response Act of 2020 (Public Law
2
116–140).

(2) INFORMATION TECHNOLOGY SYSTEMS DE-
4
VELOPMENT.—That funds transferred to Depart-
5
mental Administration, Information Technology Sys-
6
tems pursuant to subsection (a) shall be transferred
7
to the information technology systems development
8
subaccount.
9
(3) SUPPLEMENT, NOT
SUPPLANT.—Amounts
10
transferred to accounts under subsection (a) shall be
11
in addition to any other amounts made available for
12
the purposes for which amounts have been appro-
13
priated to such accounts.
14
(c) EMERGENCY DESIGNATION.—That the amounts
15
transferred under subsection (a) that were previously des-
16
ignated by the Congress as an emergency requirement
17
pursuant to the Balanced Budget and Emergency Deficit
18
Control Act of 1985 are designated by the Congress as
19
an
emergency
requirement
pursuant
to
section
20
251(b)(2)(A)(i) of the Balanced Budget and Emergency
21
Deficit Control Act of 1985
