duced the following bill; which was referred to the Committee on Finan-
cial Services
A BILL
To require the Board of Governors of the Federal Reserve
System and the Securities and Exchange Commission
to carry out a study on the racial gap in stock ownership,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. STUDY ON THE RACIAL GAP IN STOCK OWNER-
3
SHIP.

(a) STUDY.—The Board of Governors of the Federal
5
Reserve System and the Securities and Exchange Commis-
6
sion shall, jointly, carry out a study on the racial gap in
7
stock ownership.

(b) REPORT.—Not later than the end of the 180-day
1
period beginning on the date of enactment of this Act, the
2
Board of Governors and the Commission shall, jointly,
3
issue a report to the Congress containing—
4
(1) all findings and determinations made in car-
5
rying out the study required under subsection (a);
6
(2) estimates of—
7
(A) the percentage of stock ownership
8
among the different races;
9
(B) the aggregate amount of equity hold-
10
ings held by the different races; and
11
(C) the per capita equity holdings among
12
the different races; and
13
(3) any recommendations of the Board of Gov-
14
ernors or the Commission for administrative or legis-
15
lative changes that could raise stock ownership
16
among African Americans and any other group less
17
likely to own stocks.
