SHORT TITLE. 3 This Act may be cited as the ‘‘Child Care is Economic 4 Development Act of 2020’’ or the ‘‘CED Act’’. 5 SEC. 2. COMPREHENSIVE ECONOMIC DEVELOPMENT 6 STRATEGIES. 7 (a) IN GENERAL.—Section 302(a)(3)(A) of the Pub- 8 lic Works and Economic Development Act of 1965 (42 9 U.S.C. 3162(a)(3)(A)) is amended— 10 (1) by striking ‘‘and’’ before ‘‘balances re- 11 sources’’; and 12 (2) by inserting ‘‘, and directly or indirectly in- 13 creases the accessibility of affordable, quality child 14 care’’ after ‘‘sound management of development’’. 15 (b) GUIDANCE.—Not later than 1 year after the date 16 of enactment of this Act, the Secretary of Commerce, in 17 consultation with the Secretary of Health and Human 18 Services, shall issue guidance on implementing the amend- 19 ments made by subsection (a) to include the accessibility 20 of affordable, quality child care in a comprehensive eco- 21 nomic development strategy developed under section 302 22 VerDate Sep 11 2014 18:22 Nov 19, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8326.RFS H8326 pamtmann on DSKBC07HB2PROD with BILLS 3 HR 8326 RFS of the Public Works and Economic Development Act of 1 1965 (42 U.S.C. 3162). 2 Passed the House of Representatives November 17, 2020.
